"Staring out of the window" can be very much a part of studying. If by studying you mean "learning the book by heart, page by page" it is not. If you mean "real" studying, ie. trying to think about the subject matter, learning not just what and how but also why something is the way it is you'll find yourself looking at the window (or the table or the floor, or picking your nose or whatever) more often than not.
I stared out the window while I was studying to watch the cars drive and people walk.
During a hurricane or blizzard, turn on the radio if you can't get TV signal. A hurricane will more than likely kill power and my TV doesn't take batteries like my radio!

DSL through BellSouth may be the same way but with Comcast, it is cheaper to buy the very basic cable package with Internet access than with the Internet access alone.
Don't forget you have to add a big Dell sticker (or your computer brand) on your computer to increase speed. It works for the ricers when they put a big Honda sticker on their windshield or an Injen sticker on their window. I'll probably give you an extra 100MHz!
