If the NIC fails, the secondary NIC card will take over permanently. I see no reason why control would be given back to a card that has failed but now reads OK. At least thats how we do things in the power industry.
Yea I have been under the impression that unless something is sent certified mail to me, and I actually have to sign for it, I never received it. Works good for all those stupid Sports Illustrated goodies they like to send out then charge you for.

New designs phase out the coaxial DCS highway for a more robust Cat5/6 one. All of these controllers, whether we have multiple turbines or a single one are tied together with normally Cisco branded network devices. The network is normally cut off from the rest of the world, obviously. However, the customers, IE the owners of the power plant, sometimes want access to data points and trending graphs from inside their corporate networks. In these cases a DMZ router is utilized to bridge the gap from the internal DCS to the outside world. So an attacker needs to penetrate the corporate security, then the DCS firewall to gain access to any information.
Screwing with the ENSO will effect more just those localities. Indirectly, this will create warmer winters for us here in the Eastern part of North America, which as a snow lover, would just plain suck. However, I do not think the scale of the Chinese project could change any global weather pattern.

When there are 3 Million accidents on average and 40k deaths per year in the US [car-accidents.com], having a vehicle with an actual frame in it, can be and IS a life saver. I will buy a eco-friendly car when everyone has one and tractor-trailers don't litter the highways. Just my two cents.
'Degradation of service' should include frostbolt cast's getting stuck at 90% and having the stupid WOW client taking 5 fucking minutes to realize I've been disconnected. FUCK you comcast.
I play on Bleeding Hollow, just rated Top PVP US Server, and I sit in que for a few minutes every day to get on. I left Dalvengyr to get here, which I believe was the lowest population US Server. I farmed my 10k gold there and then moved over here. The 25$ transfer fee is a little steep but well worth it in my eyes as I am very impressed with this server. I used to be a PVE junkie, but in my current guild, farming premade AV honor is so easy I figured might as well get my pvp gear before I switch back. Even though the server is heavily sided to PVP I can stick myself in LFG and pretty much do any instance I want rather quickly.
This is by far the best game, any kind, I've ever played. Luckily I finished graduate school and got a nice job before getting addicted though. I can see how many a lives can be ruined by it though!

I am not totally sure we could figure everything out about a system that we are a part of. Sort of like how back in grade school you could never be in the one hundredth percentile since then you would have scored better than everyone and yourself.
In the US today, two major organizations release weather forecasts, the National Weather Service and AccuWeather which is based in central PA. However, both of these services get their information from the same source, the satellites, and base their forecasts on the runs of the various computer models. The major computers are the GFS, the NAM, the UKMET and the ECMWF. There are many more though and each is fed the satellite data/ground observations etc to help make a forecast. Some computers, like the NAM only go out 96 hours, while others like the GFS go out 15 days. I live in NJ, and currently, most of the major computers have a serious snow storm headed our way for next week. One area where I find the computers lacking is that they don't know how to respond to new snow falling on the ground. For example if a major snowstorm were to cover a large portion of the country with snow, the temperature in those areas would be 15 degrees lower than expected just because of the snow. The computers don't always account for this. I could talk forever about this so I'll stop here. Most of the time I find going outside and looking is the best way to see whats going on. Just a few of my cents.

Personal beliefs aside, there is a law that says you can never be 100% certain deadlock/race conditions will not occur in any given system.
