i work on campus at my university. i can access the name, address, phone, email, social, birthdate, transcripts, high school gpa and sat scores of anyone who's ever applied to the school at all.
i only had the job for 2 hours before i had access to that stuff, and i'm 19 and work 14 hours a week. there are loads of jobs where people have access to this information and little or no responsibility.
i assume it takes a lot longer for things like this to come to their attention, since there aren't thousands of script kiddies and ej33t h4x0rz trying to find them 24/7
