It IS profitable to bloat because M$ wants to sell new computers to keep companies like Dell, and Gateway and any other desktop vendor willing to partner with them - who would buy a new computer if the software can run in a 6 year old unit with little to no upgrade?
The fact is that this is a first step, it is what appears to be a good intentioned suggestion, the government is TELLING private industry that they have to filter this stuff, they are not doing it themselves.
If there is/was a demand for this, beleve me the ISPs would have done it a long time ago as an ala-carte service and made much money doing it.
This remnds me of the seatbelt law, it starts as a "suggestion", then they start giveing "warnings" and suddenly, before you know it, you are getting pulled over for wearing the damn seat belt the "wrong way" (NO JOKE, I was warned for "Improper use of seatbelt" when the seatbelt wasnt on the right part of my sholder)
The collective voices of thousands of "Little People"(tm) made a differance on a huge company. This is a trend that I would love to see continue accross the board, a large company careing about their customers.

Get a cell phone, it costs a little bit more, but no one can telamarket to you on it (legaly) and only the people you tell (or call) have your number - use the voip for crap like subscriptions and any list that may get sold.
What about Apple iChat, does this apply to those users as well, particularly the users of (dot) mac accounts: they are paying for that name, they are not useing aim...
Things like this make me love OSS, an effort to vut bloat? when was the last time a closed-source software outfit (Microsoft I am looking at you) acctually tried to make the packege MORE efficiant? the simple answer is Never that I can remember.
If the atm systems get hacked because of this move, could the customers sue for losses and punitive damages? after all, useing windows on a banking system is like leaveing the door open at Fort Knox, inviteing the crime.
I am starting to wonder how long it will be before this will be turned political?
What is to stop Bush from calling Micheal Moore and Al Frankin "indecent" and transversly, what stops, say Sen. Hillary Clinton from deeming Rush Limbaugh or Sean Hannity "indecent"?
