A new ID system might just escape some of the past strong city/state privacy laws that protected US citizens from deeper state/federal database sharing .
A "new" digital method could see a lot more new sharing of data at a city, sate and federal level allowing for the discovery of illegal migrates and other criminals.
Criminals and illegal migrants who still expected a city and state "ID" to still be politically part of a "Sanctuary city" and would be an easy path to further build fake US citizenship ID.

The aspect of "LESS secure than a paper ID" was the expected state vs federal privacy protections and activist political protections some US city and states offered for a state ID.
A new ID system might be a great way of finally connecting more ID systems and detecting illegal migrants and other criminals. Digital networks vs past state kept "paper" can share a lot more networked data all over the USA :)

Re "bases were there if they were a secret"
Thats the easy part when trying to map and sell maps. Governments allow what was once "spy" maps to be created by anyone who can afford such collection methods from space.
But for that global collection ability the gov/mil still has some power to regulate.

The gov buys an image of a part of the world first and says its not be published. No extra/new copy of that data set/map/image can be sold.
The media can ask to "buy" an image of a base but will be told that data set at that location has been sold and cant be sold again.
A commercial arrangement thats not legal "censorship" but no more data about locations will exist to buy.
Thats how almost all mapping company workers know a site is interesting. The data only has one "buyer", a gov and it can never be sold again.
Gov has the first right of refusal to buy and own when first letting such space collection get approved ie the gov ensured "shutter control" past a set resolution.

Something MI6 and the CIA had failed to do for decades. It was like the results of the CIA Tibetan program https://en.wikipedia.org/wiki/... again but with long holidays.

US spies in the past had unique spending patterns, names and strange cover stories that really stood out from normal people who holiday.
CIA and its support teams outside the USA like to spend money when on missions.
Past US cover stories for such missions show no expected "brand"/"job"/"work"/"bank account" paying for such spending.
A good cover story attracts attention so the USA went with the cover of "average" people. But the CIA contractors had too much to spend. That stood out in each hotel stay once the CIA contractor spending pattern is detected.
The US front companies used to cover for US spies in the past don't hold up under deeper examination and review by China once China has all the CIA "holiday" files.
What China wants to do is use a few different deep database methods to place all its party officials near any CIA agents.

Then see who else the same CIA agents who are "experts" in all things China got talking to around the world.

Spies should not spend above average in a hotel when staying on a mission. Such repeated details stand out and allow other US covert missions to be tracked globally even under different names/cover stories.
The extra US spending in each hotel is found to be unique to US contractors.

The US mil and its support in other nations already know who is entering the USA and what they did globally while on "holiday".
The questions and search at the international border allows for people tracked globally by the US mil/CIA to be questioned as a very random "event".
Such people who support banned groups, have funded banned groups then have to lie about such support to the US gov.
No further "methods" get exposed. That one lie revokes the ability to enter the USA. The "lie" can start a formal investigation without having to show what the US mil found the person doing in another nation.

Its not about "company documents". The US wants to find images of people supporting banned groups, been in contact with criminals.
