As a developer, I also have to manage deployments to the point of where I have administration rights on all of staging, and then during deployments I have admin rights on production also.
to caveat it all, some developers the company has hired has no idea beyond the language they were hired to do; so for them to have admin rights has been a detriment to our tech team requiring rebuilds of their laptops several times
I don't think you understand the appstore. I can not download the source, recompile it, package it and put it up on the app store as it exactly is. If the appstore wasn't governed then maybe what you are saying would be true.
I am not sure what type of tests you are talking about, If you are talking about the ones that are like 30 questions multiple choice etc... I agree it's crap.
However when I interview people for positions similar to mine I ask simple questions like, how would you write a function to solve the area of a circle.
