You sir, are correct. Most things aren't set to run in parallel and thus don't get the gains. Gains come from optimized code (obviously), but also doing multiple tasks. Leave Photoshop to render an HDR image and play a game, if you want. Though to be fair, it's not "just 1/4th" performance, the other cores are able to handle some of the other CPU tasks, such as running hardware controllers.

And the reason that it kind've oscillates between cores is because "Set Affinity" tells the process that it's allowed to use that core, not that it has to or even should. If you want something to use both cores, open up two processes, set the first to core 1 and the second to core 2. Most of the time that's unusable like that, but I recently transcoded my entire music library and set one process to do songs from A-M, and the other from N-Z. It really helped

Yet there's no complaint about any other rich or influential who might throw politics by putting their endorsement behind a candidate. That's the whole point! People can and should share their political views if they're so inclined, they should try and influence people to their side. Isn't that the whole point of having an open democracy with freedom of speech, so that people can share their opinions and if other people think it's a compelling argument they'll change their own mind.

Maybe the issue you have is that he's a rich/influential person. Certainly I would hope that the sheeple vote based on their own rationality instead of just blindly following someone above them. But it happens. The masses look up to these people and think, "Wow, they've made a lot of money, they're successful, they must know something that I don't" and are more easily persuaded. So be it. There's nothing stopping Ted Turner from doing it.

MADD is the only reason that the drinking age was raised. They managed to hit Congress who decided that they wouldn't give the states money for Interstate Block Grants if the states didn't raise the age. Same thing with lowering the DUI defined blood alcohol content level. It's just an overzealous organization that convinces politicians to do something that looks good to voters, but really doesn't have any real effect (that is, reducing drunk driving).
