Environmental regulation in the long run costs everyone money. If one is for this sort of thing that requires EVERYONE to change their lifestyle. One can't just demand more money/breaks from the Nanny State because cost of living suddenly increased.

Personally I'd be OK with just paying for what is used say $5.00 per month + $2.00 a GB for example, however companies may never do that because you don't get the big profits on the people who use the min, which is most people. Internet would be far more attractive the general non geek public if it was cheaper than $45 or whatever a month when all they want to do is just surf the web and do some email.
Since power and generators in particular are in very short supply after a disaster such as a major hurricane, what is going to prevent people from just looting the generators for their own needs? Seems to me they would be high priority targets. Hey need some way to watch that new flat panel
So if someones house is open then it's ok to go in and check it out and use the bed? If someones storage shed is unlocked then its ok to use their mower? Really if you want to use something that belongs to someone else or someone else is paying for then just go ask them. If you can't at least do that at worst you are a criminal and at best a coward.
Unless the recording process is analog, the sampling rate argument is moot. You can't digitally master a recording and then claim that vinyl has a more realistic/natural sound because of the sampling rate. Better toss out pro tools and get out the reel to reel and tube compressors
The government already funds all sorts of research in the form of defense contracts to corporate bidders. Those corporations can patent their innovations. You aren't going to see open source DoD funded missile guidance systems up on sourceforge any time soon.
