According to the article they're targeting the signal rather than the drone by interfering with the 2.4 and 5 GHz bands. All you'd need to do is build your drone to use a different frequency and you'll be golden. You can do that for well under US$200.

It will probably never happen, mostly because running a truly nation-wide presidential campaign would be even more expensive than fighting it out in a handful of battleground states. It would cost tens of billions of dollars to run months of 24/7 attack ads against your competitor in all 50 states, and even the biggest of the big money donors don't want to foot that bill.

I'm inclined to believe that Cuba has a high level of adult literacy, but that just means they can read and write the native language (Spanish in Cuba's case) at an acceptable standard.
The problem with Cuba's education system is not basic education, but advanced education. A collage degree from Cuba is worth less than a high school diploma from any western nation. Castro once joked that one of the good things about communism was "even our prostitutes have college degrees".
And its not just Cuba, this kind of problem is common problem with third world nations including the extremely capitalistic ones like India and the Philippines. A Filipina nurse with a degree from a Filipino university will struggle to find work in Hong Kong as anything but a maid, however is she has one from a western university she'll have no trouble finding work in any number of developed nations as nursing staff are in demand almost everywhere.
Most Filipinos can read and write English to a reasonable level (as well as Tagalog, Visyan or another Filipino language) but higher education is a lot more rare. What separates developed nations like the UK or Australia from developing nations isn't adult literacy, its higher education. We may have a lower rate of adult literacy but we have a much higher rate and quality of collage and university graduates.

The starter motor in my BM required the engine to be lifted. Replacing that cost 90 quid in parts, but 190 quid in labour (3.5 hours at 60 pounds an hour). Cars sometimes have these little surprises.

If your attacker wants to claim you used excessive force (as opposed to reasonable force) then they'll need significant evidence that you used far more force than was required to subdue an opponent. Where most people fail to grasp this is that excessive does not mean any more force than is required, but significantly more force. I.E. if you were to strike an opponent once they were down 2 or 3 times that will easily be written off by the judge as the heat of the moment. However if you did it 7-10 times more, its clear that you had time to see the opponent was no longer a threat. Also if you were to break their arm in the struggle, that would also be easily explained as reasonable, if you kicked out 3 of their teeth whilst they were on the ground, that would be excessive.

Actually I'd say the US will hold indefinite embargo against any nation who has defied or disobeyed them. The US supported Batista over the communists in Cuba, the US supported the Shah over the Islamist's in Iran. Also any calculation will only involve OEM parts, whilst Genuine Honda parts are extremely expensive, anyone with an ounce of intelligence will just by the same part from Bosch or whoever makes it avoiding the OEM tax. Add to that the fact you can get cheaper 3rd party parts for a Honda.
I've had Japanese and European cars, My parents owned Holdens (Chevy in Australia). The Japanese cars was the cheapest to repair, my Euro the most expensive... but both didn't break nearly as much as the Holdens, they didn't cost a bomb to fix like my BMW, but they needed to be fixed more often.
