If you are paying for the PC and it comes with Windows, but you want linux. Just install damn linux yourselves.
Hell, whenever I buy Dells, I immediately reinstall Windows.
If Dell/HP/etc. eventually install linux for you, it will probably be filled with their nagware crap too.
