I don't know about the note 7, but often batteries aren't soldered in for obvious reasons. Heating a lithium ion battery during servicing or manufacturing can be dangerous. The problem that faces samsung and apple is that their enclosures are held together with adhesive, which prevents servicing without some uncommon tools and usually a heat gun. Even the screen is glued to the glass making it difficult to replace the glass without replacing the whole digitizer+screen+glass. This wasn't always the case. Replacing batteries is usually possible by a moderately skilled technician.

I don't have a problem with solutions that involve science and technology, but it's rediculous to think that somehow a change in tax codes are going to solve the climate problem. Every time a politician opens their mouth on the subject it polarizes people. Of all the topics to be divisive about this certainly is going to be looked upon as the most rediculous. My theory is that hdmi timing on these devices are marginal and the TVs fail to upsample when timing isn't that precise. You will never find hdmi source devices outputting greater than 60 Hz. Of course the whole reason they put the ultra high refresh rates in TVs anyway is to sell 3d.
