If the teenage girl was shot but escaped and is coherent enough to talk, why do the authorities talk about the "apparent" gunman?

Because we are lucky enough to live in a country where (most of the time anyway) a person is presumed innocent until proven guilty.

He would be the "apparent gunman" until a judge/jury said otherwise.

Sorry, but this is completely untrue. I know a number of police officers and my brother used to be one. I just double checked with him. He was issued police grade pepper spray but neither he nor any of the other cops he knew had tried it on themselves. A couple of them had tried stun guns on themselves, but just horsing around, not as part of training.

Not sure where you live, but I know people who work for various law enforcement agencies around California and all of them have been Tasered and have had pepper spray squirted in their eyes as part of "boot camp".

This is a manual for the US Special Forces. Their main job is to go into a country, before our tanks roll in, and reduce the effective fighting power of said country as much as possible. Thereby allowing the "boots on the ground" to have an easier time doing their job.

So, yeah, a foreign power coming in and removing people's rights sucks, but Tomahawk missiles blowing up their cities suck even more.

Whether or not the US should be involved in wars or not is a moot point relative to this manual.

Generally, the more you're hurting for money, the more zeroes they append to your bill.

The hospital charges the same price to everyone. The difference is Blue Cross (et. al.) routinely pay 20% and then go tell the hospital (or whatever) to go fuck themselves if they have a problem with it.
