Being more po-faced with that comment than I should be, the 2CV was actually a brilliant design for its intended purpose. It's one of the more famous automotive design briefs - it needed to be capable of carrying a basket of eggs across a farmer's ploughed field without breaking. That's why you end up with the design they got, with very high ground clearance. More here - the 2CV is a very under-appreciated car when taken out of context, but in context it was superb.

The Peugeot-Citroen group has some but this configuration is quite niche. While you can google for these models, these deep links are not necessarily connected to the main page of the car model. Probably these cars did not sell enough in the UK and are on the way out. I'm sure in France it will be different:

That's Nice, But...
...it will get scragged by safety ordinances.
They've had directional headlights for decades in Europe.
If you import a car that uses them, like a Citröen, you will be required to break that capability, and make them fixed-forward.

This car can do 98mph, just as an example. And it has a tiny 3-cylinder 1000cc engine. -

Where I am from, people who need to drive more than 10000 miles per year would choose a diesel engine by default.

And a few others I failed to mention earlier: Renault Grand Scenic or Espace, Citroen Xsara Picasso or the new C4 Picasso, Citroen C8,Peugot 807, Fiat Ulysse, Lancia Phedra, Mazda 5, Mercedes B Class. All powered by clean turbo diesel engines (they all meet _and_ exceed EURO-IV emission standards).

Unimpresive regular mpg
From the article - "He gets 40 to 45 miles per gallon driving his normal Prius."
I thought the Prius was supposed to be this wonderful fuel efficient car? Isn't that why the Hollywood types buy it to make themselves look eco friendly? My regular petrol engined Toyota Yaris does about 40mpg. Citreon do a diesel that does a quoted 68mpg on a combined extra-urban/urban cycle.

Is this engine option available in the UK? I've just been looking around the Lupo UK site but cannot find it.
The most efficient diesel that I can find in the UK is the Citroen C2 which achieves 68 MPG (UK Gallons) -

I just had a look at their 'smart fortwo coupe pure' and it achieves a combined 60.1 MPG (UK Gallons). That is very good. For those countries that can get Citroen cars and don't have a problem with Diesels, then the Citroen C2 is probably a more viable option, as it is larger and manages 68.9 MPG combined.

This is why I was suprised by 'non-Diesels'.
I should have said I'm in the UK and I drive a 10 year old Diesel Ford Fiesta similar to this one. OK, it isn't as good as the French diesels but it isn't bad. Its quoted as having a combined 54 MPG, I get 48 MPG, yes I have worked it out!
Anyway the most fuel efficient Diesel I have found is the Citroen C2 with its 1.4HDi, it is quoted as getting a combined 68.9 MPG. I think Citroen stopped selling state side 20 or 30 years ago so (if you are American) you may not have heard of them, but I'm not really qualified to say. -
Citroen C2 in europe has this philosophyCitroen (a french car manufacturer) recently updated its small hatchback range, the Saxo. The Saxo was designed to be a small affordable car for teenagers and mums - however, quite unexpectantly, the fast and furious cruise crowd who modify cars really liked the cars adaptable engine and so it became, especially the VTR model - very popular.
So much so, the new replacement for the Saxo, the Citroen C2 GT has been designed so that enthusiasts can modify the car (and keep the warranty). there has even been talk of owners being able to share ECU maps and so on to have different performance characteristics. It is not a WRX fast car - but has been designed for the high-risk-insurance youngsters who want to modify their vehicle. It looks like some big consumer goods companies are beginning to look this way and let the end user tinker with the original format to make something unique and match the end users requirements.

Severn Estuary Dam
It was proposed during the 70s to build a tidal dam across the severn estuary between England and Wales. This was rejected for economic reasons, but also met opposition from environmental groups concerend about fish migration. This dam would have produced 12% of the UK's electricity requirements, 8.6GW. Environmentalists are opposed to stuff like this. Source.
IMHO electric cars are a bad idea at the moment. I read a while back, I don't have the source, that the transmission of electricity from the burning of coal to the output from a charged battery is only something like 30%, wheras burning petrol or diesel is far more efficeint. However, if we become more reliant on renewable sources, then I guess this could be a good thing. Honda's Hybrid offerings are good, theres no doubt about that. But if you bought a diesel car you'd probably be producing fewer emissions as they are so efficient. I have a 10 year old diesel Ford Fiesta that gets ~55mpg on the motoway and ~35mpg around the town. The newest diesel offerings such as the Citroen C2 are even more efficient and unlike electric vehicles, they actually look good!

Why not a VW?
So why do astronomers always compare the size of meteors to Volkswagen bugs?
If you compared them to the size of Texas, people would freak out. And it (hopefully) wouldn't be very accurate.If you compared them to a Citroen, nobody (in the U.S. anyway) would know what you're talking about. Those who did wouldn't take it seriously.
If you compared them to the size of Oprah, reactions would be two exact oposites, polarized by gender.
If you compared them to the size of a Dung Beetle, nobody would much care. They might chuckle over the name though.
If you compared them to the size of a software bug, Bill Gates would just shrug and say "we're not supporting this meteor because it's badly designed".
If you compared them to an anthrax bug, somebody in the Bush family would start a "War on Celestial Bodies" and it would the only thing considered news worthy for six straight months.
