And now that the Quebec government has mandated that french-speaking students devote half their time in grade 6 to a one-year intensive english training class, it will only get better. This is over and above the teaching of english as a second language starting in grade 1 that has been in place for years.

They might not have the chance to go that far. Poll results published by La Presse today says that people are ready to go for a NDP-Liberal coalition as long as NDP leader, Jack Layton is prime minister. I am not sure if the Conservatives could form a majority government given an election. They have been a minority government for quite a while.
Canadian political system works pretty much like the one in U.K. and Canadians might have been inspired by the recent outcome in U.K.

Between my lousy French and the Babelfish translation, this article seems to suggest that the city is open to replacing "double terminals" with "simple" ones. Perhaps the simple terminals he's referring to are the new ones you're talking about and the Apple store happens to have old ones. Or vice-versa, I'm not sure I understand the quote.

My take: Apple's request is unusual and would be a bad precedent because it would worsen a chaotic, confusing parking situation by encouraging other companies to get in on the same act. Result: a horrible patchwork. On the other hand, for the right price maybe they could make them "free parking - 1 hour" without too much disruption. -
Not really a quote
TFA is an editorial, not an article. It is the opinion of the Montreal Gazette. No bureaucrat ever said "We've never done if before, so we can't." The quote was made up to make a point in the editorial. It's not real.

I don't disagree that the city is being a bit obstinate, but I can see why they wouldn't want to change streetfronts on Apple's request. If they do it for them, they'll have to do it for every other downtown storefront. Besides, and I am not exaggerating, the $35,000 Apple is promising probably wouldn't even cover the cost of tasking a union city crew to remove the meters, rebuild the sidewalk and put the meters someplace else. -

It's a bit more complicated then that...
I read a very interresting article a few days ago. (sorry, it's only in french, read it here) It talked about a recent trend in Hollywood movies and TV shows. It seems that the good guys uses Apple while the bad guys uses a PC with Windows. Recent example are obviously 24 where in the first season CTU used Macs while Ira Gaines, the bad guy for the first half of the season used a PC with Windows. In Legally Blonde, every boring lawyer has a PC, while Reese has a Mac. In MI-5, the secret agent agency uses MacOSX while bad guys often use PCs.
It's not a rule of thumb, but it seems some show writers have decided to give the evil roles to PCs and the good and righteous roles to Macs. -
