Quantum Computers Pose a Security Threat That We're Still Totally Unprepared For (technologyreview.com)
An anonymous reader quotes a report from MIT Technology Review: The world relies on encryption to protect everything from credit card transactions to databases holding health records and other sensitive information. A new report from the U.S. National Academies of Sciences, Engineering, and Medicine says we need to speed up preparations for the time when super-powerful quantum computers can crack conventional cryptographic defenses. The experts who produced the report, which was released today, say widespread adoption of quantum-resistant cryptography "will be a long and difficult process" that "probably cannot be completed in less than 20 years." It's possible that highly capable quantum machines will appear before then, and if hackers get their hands on them, the result could be a security and privacy nightmare.
Today's cyberdefenses rely heavily on the fact that it would take even the most powerful classical supercomputers almost unimaginable amounts of time to unravel the cryptographic algorithms that protect our data, computer networks, and other digital systems. But computers that harness quantum bits, or qubits, promise to deliver exponential leaps in processing power that could break today's best encryption. The report cites an example of encryption that protects the process of swapping identical digital keys between two parties, who use them to decrypt secure messages sent to one another. A powerful quantum computer could crack RSA-1024, a popular algorithmic defense for this process, in less than a day. The U.S., Israel and others are working to develop standards for quantum-proof cryptographic algorithms, but they may not be ready or widely adopted by the time quantum computers arrive.
"[I]t will take at least a couple of decades to get quantum-safe cryptography broadly in place," the report says in closing. "If that holds, we're going have to hope it somehow takes even longer before a powerful quantum computer ends up in a malicious hacker's hands." -
Scientists Push For Government Research Program Focused On Sucking Carbon From Air
In a 369-page report, the nation's leading scientific body (consisting of the National Academies of Sciences, Engineering and Medicine) is urging the federal government to begin a research program focused on developing technologies that can remove carbon dioxide from the atmosphere in order to help slow climate change. It is now believed that in order to avoid significant further warming of the planet, big chunks of carbon dioxide in the atmosphere may need to be removed. The New York Times reports: The panel's members conceded that the Trump administration may not find the climate change argument all that compelling, since the president has disavowed the Paris Agreement. But, Dr. Pacala said, it's quite likely that other countries will be interested in carbon removal. The United States could take a leading role in developing technologies that could one day be worth many billions of dollars.
Right now, there are plenty of ideas for carbon removal kicking around. Countries could plant more trees that pull carbon dioxide out of the air and lock it in their wood. Farmers could adopt techniques, such as no-till agriculture, that would keep more carbon trapped in the soil. A few companies are building "direct air capture" plants that use chemical agents to scrub trace amounts of carbon dioxide from the air, allowing them to sell the gas to industrial customers or bury it underground. But, the National Academies panel warned, many of these methods are still unproven or face serious limitations. There's only so much land available to plant new trees. Scientists are still unsure how much carbon can realistically be stored in agricultural soils. And direct air capture plants are still too expensive for mass deployment. One solution that the National Academies panel recommended was for the United States to set up programs to start testing and deploying carbon removal methods that look ready to go, such as negative emissions biomass plants, new forest management techniques or carbon farming programs.
"At the same time, federal agencies would need to fund research into early-stage carbon removal techniques, to explore whether they may one day be ready for widespread use," reports the NYT. -
Blockchains Are Not Safe For Voting, Concludes NAP Report (nytimes.com)
The National Academies Press has released a 156-page report, called "Securing the Vote: Protecting American Democracy," concluding that blockchains are not safe for the U.S. election system. "While the notion of using a blockchain as an immutable ballot box may seem promising, blockchain technology does little to solve the fundamental security issues of elections, and indeed, blockchains introduce additional security vulnerabilities," the report states. "In particular, if malware on a voter's device alters a vote before it ever reaches a blockchain, the immutability of the blockchain fails to provide the desired integrity, and the voter may never know of the alteration."
The report goes on to say that "Blockchains do not provide the anonymity often ascribed to them." It continues: "In the particular context of elections, voters need to be authorized as eligible to vote and as not having cast more than one ballot in the particular election. Blockchains do not offer means for providing the necessary authorization. [...] If a blockchain is used, then cast ballots must be encrypted or otherwise anonymized to prevent coercion and vote-selling." The New York Times summarizes the findings: The cautiously worded report calls for conducting all federal, state and local elections on paper ballots by 2020. Its other top recommendation would require nationwide use of a specific form of routine postelection audit to ensure votes have been accurately counted. The panel did not offer a price tag for its recommended overhaul. New York University's Brennan Center has estimated that replacing aging voting machines over the next few years could cost well over $1 billion. America's Former CTO Remembers Historic Coders (bard.edu)
Long-time Slashdot reader theodp writes: In her Bard College commencement speech, ex-Google VP and former U.S. CTO Megan Smith revealed to graduates that she gave President Obama a computing history lesson on the same day he learned to code in 2014. "I walked into the Oval Office to do coding with President Obama, and, interestingly, Prince William had just stepped out," Smith explained (YouTube). "They had just had a meeting. I said to President Obama, you know what you and I are about to do is related to Prince William, and he said, how's that. Well, the Prince's wife Kate, her mother and grandmother were codebreakers at Bletchley Park, where they cracked the Nazi Enigma codes...." [Presumably Smith meant to say Kate's great-aunt, not mother — Carole Middleton wasn't born until 1955.]
To be fair to the President, Smith once confessed to not knowing much about computing history herself, explaining in a 2012 Official Google Blog post that she and other visiting tech luminaries were embarrassingly clueless about who Ada Lovelace was in a 2011 visit to England. "Last year, a group of us were lucky enough to visit the U.K. Prime Minister's residence at 10 Downing Street, as part of the Silicon Valley Comes to the U.K. initiative," Smith wrote. "While there, we asked about some of the paintings on the wall. When we got to a large portrait of a regally dressed woman, our host said 'and of course, that's Lady Lovelace'... You can imagine our surprise when we learned she was considered by some to be the world's first computer programmer -- having published the first algorithm intended for use on Charles Babbage's Analytical Engine." One imagines Smith might also have been surprised to learn that many programmers older than Smith were already very aware of Lady Ada at that time thanks to the Department of Defense, who tried in vain to make Ada a household name for decades, but had little success popularizing the Ada programming language, which was named after Augusta Ada King, Countess of Lovelace. -
Scientists Can Now Blame Individual Natural Disasters On Climate Change (scientificamerican.com)
In 2003, the predominant view in the scientific community was that there was no way to determine the exact influence of climate change on any individual event. "There are just too many other factors affecting the weather, including all sorts of natural climate variations," reports Scientific American. But Myles Allen, a climate expert at the University of Oxford, believes scientists can blame individual natural disasters on climate change. Scientific American reports of how extreme event attribution is one of the most rapidly expanding areas of climate science: Over the last few years, dozens of studies have investigated the influence of climate change on events ranging from the Russian heat wave of 2010 to the California drought, evaluating the extent to which global warming has made them more severe or more likely to occur. The Bulletin of the American Meteorological Society now issues a special report each year assessing the impact of climate change on the previous year's extreme events. Interest in the field has grown so much that the National Academy of Sciences released an in-depth report last year evaluating the current state of the science and providing recommendations for its improvement. And as the science continues to mature, it may have ramifications for society. Legal experts suggest that attribution studies could play a major role in lawsuits brought by citizens against companies, industries or even governments. They could help reshape climate adaptation policies throughout a country or even the world. And perhaps more immediately, the young field of research could be capturing the public's attention in ways that long-term projections for the future cannot.
In 2004, Allen and Oxford colleague Daithi Stone and Peter Stott of the Met Office co-authored a report that is widely regarded as the world's first extreme event attribution study. The paper, which examined the contribution of climate change to a severe European heat wave in 2003 -- an event which may have caused tens of thousands of deaths across the continent -- concluded that "it is very likely that human influence has at least doubled the risk of a heat wave exceeding this threshold magnitude." Before this point, climate change attribution science had existed in other forms for several decades, according to Noah Diffenbaugh, a Stanford University climate scientist and attribution expert. Until 2004, much of the work had focused on investigating the relationship between human activity and long-term changes in climate elements like temperature and precipitation. More recently, scientists had been attempting to understand how these changes in long-term averages might affect weather patterns in general. -
Genetically Modified Crops Are Safe, Report Says (nbcnews.com)
An anonymous reader quotes a report from NBC News: Genetically modified crops on the market are not only safe, but appear to be good for people and the environment, experts determined in a report released Tuesday. "The committee delved into the relevant literature, heard from 80 diverse speakers, and read more than 700 comments from members of the public to broaden its understanding of issues surrounding GE crops," the report reads. Panel members read more than 900 reports. A lot of concern centered on health effects. The committee determined the following: there is no evidence of large-scale health effects on people from genetically modified foods; there is some evidence that crops genetically engineered to resist bugs have benefited people by reducing cases of insecticide poisoning; genetically engineered crops to benefit human health, such as those altered to produce more vitamin A, can reduce blindness and deaths due to vitamin A deficiency; using insect-resistant or herbicide-resistant crops did not damage plant or insect diversity and in some cases increased the diversity of insects; sometimes the added genes do leak out to nearby plants -- a process called gene flow -- but there is no evidence it has caused harm; in general, farmers who use GM soybean, cotton, and corn make more money but it does depend on how bad pests are and farming practices; GM crops do reduce losses to pests, and if farmers use insect-resistant crops but don't take enough care, sometimes pest insects develop resistance. The National Academics of Sciences, Engineering, and Medicine have put the evidence up on a website for skeptics of the report. The report also includes a 'Summarized Comments Received from Members of the Public' section for people to look up the facts to answer their concerns. -
Why Electric Vehicles Aren't More Popular

Of course infrastructure issues are a part of it — until charging stations are ubiquitous, the convenience factor for using a gas-powered car will weigh heavily on consumers's minds. (This despite the prevalence of outlets at home and work, where the vast majority of charging will be done even with better infrastructure.) But other reasons are much more tractable. Simply giving somebody experience with an EV tends to make the fog of mystery surrounding them dissipate, and the design of the car counts for a lot, too. It turns out car buyers don't want their EVs to look different from regular cars. -
Report: Nuclear Plants Should Focus On Risks Posed By External Events
mdsolar (1045926) writes "Engineers at American nuclear plants have been much better at calculating the risk of an internal problem that would lead to an accident than they have at figuring the probability and consequences of accidents caused by events outside a plant, a report released Thursday by the National Academy of Science said. Accidents that American reactors are designed to withstand, like a major pipe break, are "stylized" and do not reflect the bigger source of risk, which is external, according to the study. That conclusion is one of the major lessons from the Fukushima Daiichi nuclear accident in Japan in 2011, which began after an earthquake at sea caused a tsunami. -
NRC Human Spaceflight Report Says NASA Strategy Can't Get Humans To Mars

The report stated that the "horizon goal" for any program of space exploration in the near term (i.e. the next two decades) is a Mars surface expedition. It also stated that the current NASA program, which includes a mission that would snag an asteroid, put it in lunar orbit, and visit it with astronauts is inadequate to meet that goal.
The report gave two reasons for its critique of the current NASA program. First the asteroid redirect mission would not create and test technologies necessary to conduct a crewed Mars mission. Second, NASA projects essentially flat budgets for the foreseeable future. Any space exploration program worthy of the name will cost considerably more money, with five percent increases in NASA funding for a number of years.' -
Panel Says U.S. Not Ready For Inevitable Arctic Oil Spill

The committee, made up of members of academia and industry, recommended beefing up forecasting systems for ocean and ice conditions, infrastructure for supply chains for people and equipment to respond, field research on the behavior of oil in the Arctic environment, and other strategies to prepare for a significant spill in the harsh conditions of the Arctic." Shortest version: no one has any idea how any spill cleanup techniques would work in the arctic environment. -
NASA Can't Ethically Send Astronauts On One-Way Missions To Deep Space
Daniel_Stuckey (2647775) writes "If NASA is serious about deep space missions, it's going to have to change its safety guidelines, because there's no conceivable way that, within the next few years, our engineering capabilities or understanding of things like radiation exposure in space are going to advance far enough for a mission to Mars to be acceptably "safe" for NASA. So, instead, the agency commissioned the National Academies Institute of Medicine to take a look at how it can ethically go about changing those standards. The answer? It likely can't.
In a report released today, the National Academies said that there are essentially three ways NASA can go about doing this, besides completely abandoning deep space forever: It can completely liberalize its health standards, it can establish more permissive "long duration and exploration health standards," or it can create a process by which certain missions are exempt from its safety standards. The team, led by Johns Hopkins University professor Jeffrey Kahn, concluded that only the third option is remotely acceptable." -
2013: an Ominous Year For Warnings and Predictions

The National Intelligence Council released its Global Trends 2030: Alternative Worlds report that included a number of dire possibilities ahead, including the prospect of a catastrophic solar storm, on par with the 1859 Carrington Event. Historical records suggest a return period of 50 years for a repeat of the Quebec-level storm that knocked out the power for 6 million in 1989, and 150 years for very extreme storms, such as the Carrington Event, according to Lloyd's, in a report this year. Scientists at the Idaho National Laboratory recently demonstrated in tests that 'geomagnetic disturbances have the power to disrupt and possibly destroy electrical transformers, the backbone of our nation's utility grid.' This was also the year the average daily level of CO2 reached a concentration above 400 parts per million. In a recent National Academies report this year, 'Abrupt Impacts of Climate Change: Anticipating Surprises,' scientists recommend creation of a global early warning system to alert mankind to abrupt climate changes. A recent paper in Nature, Abrupt rise of new machine ecology beyond human response time, said financial trading systems are driving transaction times down to the speed of light, and 'the quickest that someone can notice potential danger and physically react, is approximately 1 second.'" -
US Near Bottom In Life Expectancy In Developed World
Hugh Pickens writes "Louise Radnofsky reports that a study by the National Research Council and Institute of Medicine has found U.S. life expectancy ranks near the bottom of 17 affluent countries. The U.S. is at or near the bottom in nine key areas of health: infant mortality and low birth weight; injuries and homicides; teenage pregnancies and sexually transmitted infections; prevalence of HIV and AIDS; drug-related deaths; obesity and diabetes; heart disease; chronic lung disease; and disability. Americans fare worse than people in other countries even when the analysis is limited to non-Hispanic whites and people with relatively high incomes and health insurance, nonsmokers, or people who are not obese. The report notes that average life expectancy for American men, at 75.6 years, was the lowest among the 17 countries and almost four years shorter than for Switzerland, the best-performing nation. American women's average life expectancy is 80.8 years, the second-lowest among the countries and five years shorter than Japan's, which had the highest expectancy. 'The [U.S.] health disadvantage is pervasive — it affects all age groups up to age 75 and is observed for multiple diseases, biological and behavioral risk factors, and injuries,' say the report's authors. The authors offered a range of possible explanations for Americans' worse health and mortality, including social inequality, limited availability of contraception for teenagers, community designs that discourage physical activity such as walking, air pollution as well as individual behaviors such as high calorie consumption. The report's authors were particularly critical of the availability of guns. 'One behavior that probably explains the excess lethality of violence and unintentional injuries in the United States is the widespread possession of firearms and the common practice of storing them (often unlocked) at home,' reads the report. 'The statistics are dramatic.'" -
NRC Report Links Climate Change To National Security
WOOFYGOOFY writes "The NY Times and Voice Of America are reporting on a study by the U.S. National Research Council (PDF) which was released Friday linking global climate change to national security. The report, which was developed at the request of the C.I.A., characterizes the threats posed by climate change as 'similar to and in many cases greater than those posed by terrorist attacks. 'Climate-driven crises could lead to internal instability or international conflict and might force the United States to provide humanitarian assistance or, in some cases, military force to protect vital energy, economic or other interests, the study said.' If the effect of unaddressed climate change is the functional equivalent of terrorist attacks on the nation, does the Executive Branch, as a matter of national security, have a duty and a right to begin to act unilaterally against climate change irrespective of what Congress currently believes?" -

Too Many Biomedical Graduate Students, Not Enough Jobs

Current policies encourage the training of large numbers of biomedical graduate students, as they are the cheapest labor available, but the research enterprise is not structured to absorb them into full-time scientist positions. The report's varied suggestions include removing graduate student funding from investigator-linked research grants (shifting it to institution-linked training grants instead) and encouraging the hiring of staff scientists as permanent lab members. This would reduce the number of trainees, but increase the proportion of trainees that maintain careers as researchers. U.S. In Danger of Losing Earth-Observing Satellite Capability

While there are currently 22 Earth-observing satellites in orbit, this number is expected to drop to as low as six by the year 2020. The U.S. relies on this network of satellites for weather forecasting, climate change data, and important geologic and oceanographic information. As with most things space and NASA these days, the root cause is funding cuts. The program to maintain this network was funded at $2 billion as recently as 2002, but has since been scaled back to a current funding level of $1.3 billion, with only two replacement satellites having definite launch dates." -
One In Eight Chance of a Financially Catastrophic Solar Storm By 2020

The electromagnetic surge from the 1859 event caused failures of telegraph systems across Europe and North America. A similar storm today could knock out power grids, GPS and communication satellites, data centers, transportation systems, and building and plumbing infrastructures and wreak $1 trillion or more of economic damage in the first year alone, according to a 2008 report from the National Academy of Sciences." -
NIH Restricts Use of Chimpanzees in Labs

Those guidelines require that the research be necessary for human health, and that there be no other way to accomplish it. A San Francisco Chronicle article points out why chimpanzees are so often used for medical research, as they are evolutionarily the closest to human beings. Why Do So Many College Science Majors Drop Out?
Hugh Pickens writes "Christopher Drew writes that President Obama and industry groups have called on colleges to graduate 10,000 more engineers a year and 100,000 new teachers with majors in science, technology, engineering and math but studies find that roughly 40 percent of students planning engineering and science majors end up switching to other subjects or failing to get any degree — 60 percent when pre-medical students are included. Middle and high school students are having most of the fun, building their erector sets and dropping eggs into water to test the first law of motion, but the excitement quickly fades as students brush up against the reality of what David E. Goldberg calls 'the math-science death march' as freshmen in college wade through a blizzard of calculus, physics and chemistry in lecture halls with hundreds of other students where many wash out. 'Treating the freshman year as a "sink or swim" experience and accepting attrition as inevitable,' says a report by the National Academy of Engineering, 'is both unfair to students and wasteful of resources and faculty time.' But help is on the way. In September, the Association of American Universities announced a five-year initiative to encourage faculty members in the STEM fields to use more interactive teaching techniques (PDF)." -
Researchers Dispute Closing of the Bruce Ivins Anthrax Case
Stirling Newberry writes "The New York Times reports that an upcoming paper by Martin E. Hugh-Jones, Barbara Hatch Rosenberg, and Stuart Jacobsen – all of whom have long questioned the closing of the Bruce Ivins anthrax case – points to the presence of tin in the spore samples as a sign that the samples mailed had been processed beyond what Ivins alone could have done. While not disputing that the spores came from Ft. Detrick, Hugh-Jones, who has co-authored several papers on anthrax signatures, contends according to the Times: 'it appears likely that Dr. Ivins could not have made the anthrax powder alone with the equipment he possessed, as the F.B.I. maintains. That would mean either that he got the powder from elsewhere or that he was not the perpetrator.' For a good summary of the case from a medical standpoint, this paper in the Annals of Internal Medicine is an excellent place to start. A review by the National Resources Council that stated the evidence available was not sufficient to locate the source of the spores is also available." -

Measles Resurgent Due To Fear of Vaccination

The reappearance of the potentially deadly virus is the result of unfounded fears about a link between the measles shot and autism that have turned some parents against childhood vaccination.'" This follows the recent release of a massive review of studies into the side effects of vaccination, summarized here by Nature, which did not find convincing support for the idea that MMR shots caused autism. -

From the report: 'The gas giants Jupiter and Saturn have been extensively studied by the Galileo and Cassini missions, respectively. But Uranus and Neptune represent a wholly distinct class of planet. While Jupiter and Saturn are made mostly of hydrogen, Uranus and Neptune have much smaller hydrogen envelopes. US Ability To Identify Source of Nuclear Weapons Decays

The goals of the highly specialized detective work, known as nuclear attribution, is to clarify options for retaliation and to deter terrorists by letting them know that nuclear devices have fingerprints that atomic specialists can find and trace. 'Although US nuclear forensics capabilities are substantial and can be improved, right now they are fragile, under-resourced and, in some respects, deteriorating,' the report warns. 'Without strong leadership, careful planning and additional funds, these capabilities will decline.' The report calls on the federal government to take steps to strengthen its forensic capabilities and argues for the necessity of better planning, more robust budgets, clearer lines of authority and more realistic exercises." -
Fixing Internet Censorship In Schools

A filter blocked the Web site of former House Majority Leader Richard Armey because it detected the word 'dick,' according to a 2001 study from the Brennan Center of Justice. The purpose of schools should be to teach students to live in a democratic society, and that means teaching critical thinking and showing students controversial Web sites, says Craig Cunningham, a professor at National-Louis University. He quoted from a National Research Council study: 'Swimming pools can be dangerous for children. To protect them, one can install locks ... [or] teach them to swim.' Web filtering also leads to inequities in education based on household income. Students from more affluent areas have access to the Internet at home and, often, more enlightened parents who can let them access information blocked in schools and libraries. Poorer students without home access don't have those opportunities." -
The Underappreciated Risks of Severe Space Weather
circletimessquare notes a New Scientist piece calling attention to a recent study by the National Academy of Sciences, which attempts to raise awareness of the dangers of severe solar electromagnetic storms. "In 1859, amateur astronomer Richard Carrington noticed 'two patches of intensely bright and white light' near some sunspots. At the same time, Victorian era magnetometers went off the charts, stunning auroras were being viewed at the equator, and telegraph networks were disrupted — sparks flew from terminals and ignited telegraph paper on fire. It became known as the Carrington event, and the National Academy of Sciences worries about the impact of another such event today and the lack of awareness among officials. It would induce un-designed-for voltages in all high-voltage, long-distance power lines, and destroy transformers, as Quebec learned in 1989. Without electricity, water would stop flowing from the tap, gasoline would stop being pumped, and health care would cease after the emergency generators gave up the ghost after 72 hours. Replacing all of the transformers would take months, if not years. The paradox would be that underdeveloped countries would fare better than developed ones. Our only warning system is a satellite called the Advanced Composition Explorer, in solar orbit between the Sun and the Earth. It is 11 years old and past its planned lifespan. It might give us as much as 15 minutes of warning, and transformers might be able to be disconnected in time. But currently no country has such a contingency plan." -
Digital People: From Bionic Humans to Androids

Sort of. The book does indeed cover everything from Bionic Humans to Androids, but the continuum of artificial beings is heavily weighted towards one end of the spectrum. Overall, the book is quite comprehensive in dealing with physical aspects of artificial intelligences, but when it comes to the nature of intelligence itself, the book barely dips its toe in the water. As the author himself says, the question here is not "Can machines think?", like Turing, but rather 'Can machines live?'" Read on for the rest of Aeonite's review. Where Have We Been? The book opens with a 13-page introduction ("Androids All Around Us") that sets up the material to follow, exploring the nature of artificial things and how we bond to them, personifying everything from the obviously inanimate cars and computers, to seemingly lifelike robots like MIT's Cog and Kismet, Sony's AIBO and Tiger's I-Cybie. The lines between what's alive and what's artificial are blurred even further when one considers that some 10 percent of the U.S. population are by definition bionic, possessing some degree of artificial parts -- everything from prosthetic limbs, to artificial hearts and hips, to breast implants and hearing aids. Not that this is anything new; the author tells us, for instance, that Aristotle imagined artificial beings in the 4th Century BCE, and several of the Norse gods and heroes had artificial hair and limbs. The difference now is that we're on the verge -- how close is up for debate -- of creating artificial, intelligent life, and it is the author's argument that now is the time to start thinking more about what that means. "To create artificial minds and bodies," he says, "we must first better understand ourselves."
The bulk of the book is split into two parts. The first, "Artificial Beings: Meaning and History" is semi-self explanatory, featuring three chapters that cover the history of robots, automatons and the like, from ancient times to the present day.
Chapter 2, "The Virtual History of Artificial Beings", is devoted entirely to fictional beings -- not only R2D2, Robocop, The Six Million Dollar Man, and other modern examples, but also Mary Shelley's Frankenstein, Pygmalion's ivory statue, the bronze Talos, Jewish golems and Frank L. Baum's Tin Man and Tik-Tok, among others. Interesting tidbits abound here: for example, the revelation that the term Robot -- first featured in Karel Capek's R.U.R. (Rossum's Universal Robots) -- comes from the Czech word "robota," which means "forced labor." Also interesting is the acknowledgment that for all the attention paid to Asimov's three laws of robotics, many of his stories deal with situations where those laws are broken, bent or otherwise shown to be invalid.
Chapters 3 and 4, on the other hand, cover real examples of artificial beings and bionic devices, from classical times to the early 1990s. Everything from Jacques de Vaucanson's musicians and Pierre Jaquet-Droz's automata, to explorations with galvanism in the 18th Century, to the development of computers and robots through the first half of the 19th Century are addressed. Again, the author digs up some fascinating insights and revelations here: mention of iron prosthetic legs in ancient Indian poetry; wooden and bronze legs for Greek and Roman soldiers; and the idea that advances in medicine since World War 2 have allowed soldiers to live with grievous wounds more often, which in turn has led to an increased need for development of better prosthetics.
Where Are We Now? The second part of the book, "How Far Along Are We?", spans five chapters, and covers mind-body interfaces, methods of robotic locomotion, sensory input, self-awareness and the like.
Chapter 5, "Mind-Body Problems", is very theoretical, offering more questions than answers, particularly as compared to the respectively crunchy material already covered. Can an artificial brain support a conscious artificial mind? Is a soul something special and unique to humans, or just the collective perceptions of a 3-pound mass of watery tissue? The following two chapters are a bit more crunchy, covering "Limbs, Movement and Expression" and "The Five Senses, and Beyond", respectively. Both provide plenty of concrete examples of the subject matter, with today's most advanced robots -- Honda's P2, P3 and ASIMO; Tokyo IT's snakelike ACM R-1; NASA's Robonaut, Spirit and Opportunity; and MIT's Kismet -- covered in reasonable depth. Problems and limitations of robots are also dealt with, including sensory bandwidth limitation, facial detection failure rates, the concept of "good enough" speech recognition, etc.
Chapter 8 takes us upstairs, covering "Thinking, Emotion and Self-Awareness" and the basics of what it means to have a robot brain. The world's three "smart" digital beings are covered in some depth here: ASIMO, the oldest, can walk backwards, keep balance, react to body language, recognize its name and wave hello; Kismet, who consists of only a head and face, can react to movements and expressions, but requires 15 networked computers to do so; and Sony's QRIO is only 23 inches tall, but can have 20,000 word conversations, sing in harmony, and greet people it knows by name, based only on facial recognition. Also covered are Commander Data's emotion chip, monkeys controlling robot arms with their brains, and the infamous light-seeking eels, ever a favorite on Slashdot.
Chapter 9, "Frankenstein's Creature or Commander Data", explores the ramifications of robotic development, and how they differ from society to society. In Japan, where roughly half of the world's million robots reside, artificial creatures have a mostly civilian role, whereas in America, military applications have a larger role. Does this result from religious differences? The author, citing Robert Christopher, suggests that Buddhists take a different view of robots than do Christians because Buddhism "does not place man at the center of the universe, and in fact, makes no particular distinction between the animate and the inanimate." Samurai swords have souls, and machines have ghosts.
Where Does That Leave Us? What, in the end, does this mean for us? Can machines be truly human if they never grow up, have no accumulated cultural experience? What does it mean for humans when the cost of labor rises while the cost of robots falls? Will it happen in our lifetimes? Turing predicted that a machine would pass his infamous test by the end of the century; Kurzweil says it will happen by 2029. Who's to say? Not the author -- he leaves off with no conclusions but that the journey will be uplifting, and will give us a sense of wonder at what we might accomplish.
This seeming lack of conclusion leaves the book a bit shallow, though one can't truly fault the author for not answering such a difficult question, especially since he backs away from "going there" at several points in the book. The author's refusal to speculate deeply about such matters make it clear why certain examples were "missing" from Part 1. While relatively minor works such as Marge Piercy's 1991 "He, She and It" were covered there, William Gibson's Neuromancer was notably absent (the author is only mentioned once, in passing, on page 189). And in a section that covered Blade Runner, The Terminator, Robocop and the Six Million Dollar Man, where were Ghost in the Shell and Max Headroom, both of which cover the nature of what it means to be artificial? The answer can probably be found in chapter 5's final sentence, which reads (in part): "...although the full mind-body recipe remains unknown for us and our artificial kin, a great deal of progress has been made on the bodily ingredient..." In other words, "we don't know much about the mental stuff, so let's look at the physical." This particular focus means that the book skews heavily towards a discussion of robots and robotics, with comparatively little attention paid to bionics and cybernetics; a better subtitle might have been "From Robots to Androids".
Also a bit troublesome is the fact that several areas -- particularly those dealing with more recent developments -- are glossed over, mentioned briefly, even tantalizingly, and then left behind. Electro-Active Polymers and the AMRI (Artificial Muscle Research Institute) are mentioned only in passing, and although brain-machine interfaces are mentioned several times, it's never with any real depth. The book's Filmography suffers from this focus on the past as well; only two of the 23 films and TV shows listed are from the past decade, with Star Trek and The Terminator left to represent the 1990s all alone. Although the book's historical perspective is intriguing, I would have preferred to hear a bit more about current events and examples.
Overall, Digital People is an enjoyable read, and is heavy with substance for those interested in learning about the history of artificial beings and robots, from ancient times to the 1990s. Those looking for more about cybernetics and human-machine interfaces might find themselves wanting more, but if your own tastes run more towards Asimov than Gibson, you won't be disappointed.

NASA Urged to Reconsider Shuttle Mission to HST

They conclude that 'NASA should take no actions that would preclude a space shuttle servicing mission to the Hubble Space Telescope.' They also say that none of the safety requirements of the CAIB report preclude a manned servicing mission to HST." Read on for more."The NAS recommendation would reverse NASA's previous position that a shuttle repair mission is ruled out for safety reasons. In the wake of strong criticisms of this decision, NASA has also been considering a robotic repair mission. The robotic mission would not risk human lives, but it relies on a number of bleeding-edge technologies that would have to be deployed on a very short timescale. HST's remaining gyroscopes are not expected to last beyond 2007."

the faa and nasa ran some very extensive tests including the purposeful crashing of a large boeing jet (B720) in december of 1984. the tests were not encouraging. details are available. figure 1-1 shows the jet crashing.

Will Someone Please Listen?
By Kathleen EllisAnother shot was fired in one of the longest-lasting and most contentious battles regarding Internet policy last Wednesday, when a White House advisory subcommittee announced it has recommended that the Clinton Administration all but reverse its restrictive stance on the export of encryption products.
The President's Export Council Subcommittee on Encryption (PECSENC) was formed earlier this year by the White House to provide guidance in the U.S. Government's development of encryption policy, which has been the subject of heated debate. As many Slashdot readers already know, the government has insisted for years that liberalizing encryption export could cause serious problems for national security by giving terrorists and criminals access to the technology. Of course, net activists and industry folk assert that the right to privacy supercedes the wishes of any bureaucrat, and that terrorists and criminals can just as easily get their crypto from any other country that does not restrict cryptographic exports.
Critics of the Administration's policy had expected to gain little support through the subcommittee's recommendations. William Crowell, the subcommittee's chairman, is currently President and CEO of Cylink Corporation, an internet security firm, but previously served as Deputy Director for the National Security Agency. Several committee members also had ties to law enforcement or other government agencies; Stewart Baker, an attorney with the Washington-based Steptoe & Johnson, is former general counsel to the NSA and is a vocal opponent of loosening restrictions on encryption. Steve Walker is former president of Trusted Information Systems (now owned by Network Associates), a leading producer of key escrowed encryption products, which the FBI has lobbied to make mandatory even for domestic use.
Despite these ties, however, the subcommittee cited a need for the U.S. government to "recognize market realities" and reverse its course on encryption policy. Among its recommendations:
- License-Free Zones: Recognizing that the European Union is planning to drop all cryptographic export rules between member countries, the US should likewise identify a list of countries which do not pose any major terrorist threat, and allow encryption export (hardware and software products) without a license.
- On-Line Merchants: On-line merchants based in other countries will be added to the list of business types permitted to have encryption products exported to them from the US. Banks and a limited number of other financial institutions currently enjoy this license exception.
- Mass-market hardware and software: Mass-market products which utilize up to 128-bit key length triple DES will enjoy license exception. "The US government should recognize the difficulty of controlling mass-market products once they are allowed to be exported to even limited sectors".
The subcommittee also suggests eliminating cumbersome reporting requirements for manufacturers of encryption products, as well as removal of source code, cryptographic Application Programming Interfaces and devices such as encrypting routers from the list of restricted technologies.
So cypherpunks across the nation will soon be free to export their code at will? Subcommittee chairman William Crowell is hesitant to say yes. "The Administration will have its own ideas about which of these recommendations are implementable. Vice President Gore has said that the administration would consider additional liberalization over what they announced last year, so it was important to get these recommendations to the table while they were thinking about it". He expects that the administration will make further changes to its export policy based on the recommendations sometime in September.
There are other signs of change on the horizon regarding the government's attitude toward encryption. The successor to the current Data Encryption Standard algorithm, which will be used by the U.S. Government for a multitude of purposes, will be chosen by the National Institute of Standards and Technology with the next few months. Four out of the five Advanced Encryption Standard finalists were developed, at least in part, by cryptographers based overseas or holding foreign citizenships. The fact that such decisions could be made by NIST requires the acknowledgement, at least on some level, that good encryption can be produced in countries not affected by U.S. export law, and hence, can be made available around the world.
However, one prominent activist is still skeptical about the potential effect this announcement may actually have on U.S. policy. "This doesn't change policy, this is just yet another group that has come forward and said 'the U.S. policy is abysmal, it needs to be scrapped'" says David Banisar, Deputy Director of Privacy International, and co-author of "The Electronic Privacy Papers". "Many distinguished groups in the past have made similar recommendations...the Clinton Administration has thus far rejected any attempts to dramatically reform export control laws".
Banisar likened the potential influence of the PECSENC recommendations to those of a report published by the National Research Council in 1996. Much more conservative than the PECSENC subcommittee's suggestions, "Cryptography's Role In Securing the Information Society" was written by a committee comprised of government officials, representatives from the computing industry, and academics. The NRC committee's recommendation that 56-bit DES encryption took two years for the Bureau of Export Administration to implement, and many of the other valuable points in the report have never been implemented. The NRC report suggested that U.S. policy should take into account the "nonconfidentiality uses" encryption has to offer. U.S. policy still does not support the use of encryption for the purposes of authentication, which the committee identified as an "important crime-fighting measure". Indeed, one would think that the F.B.I. and the Department of Commerce would hasten to encourage the use of such technologies.
Banisar also expressed concerns about the provisions favoring online merchants. "The e-commerce exports have already been promised to online merchants...they will get what they want, which helps the Clinton Administration divide and conquer their opposition". Banisar stated that civil libertarians lost a powerful lobbying ally when banks were granted the same licensing exemptions now promised to entrepreneurs online. "When a wealthier group gets what they want, they stop fighting, and the everyday users get screwed."
It also seems that the recommendations do not go far enough to help the people who need encryption technology most. Barbara Simons is President of the Association for Computing Machinery and one of the members of the PECSENC committee. "It appears that the recommendations don't address the needs of people working for human rights in countries with repressive regimes," she says.
The human rights issue is a valid one within the debate on U.S. encryption policy. The American Association for the Advancement of Science's Cryptography, Scientific Freedom, and Human Rights program trains human rights workers to use encryption technology in countries like Guatemala and China, where oppressive governments have a way of making insurrectionists disappear. A letter from AAAS to the House or Representatives Committee on International relations states that "human rights activists are killed, tortured, disappeared and jailed for trying to expose horrendous abuses...[they] use encryption to protect themselves, the victims and eyewitnesses they are interviewing, and human rights colleagues around the world when they communicate sensitive information on grave abuses of human rights".
It would be wise and compassionate for the Clinton Administration to authorize a new class of license exceptions for human rights workers travelling into countries that don't fall under the "favored nations" exemptions for encryption exports. If national security were really a concern in these cases, they could add strict guidelines describing who the software could legally be distributed to within those countries. Unfortunately, PECSENC seems to have overlooked this important issue.
Despite these shortcomings, there are some definite gains to be made by following PECSENC's recommendations. Net activists will be keeping their fingers crossed when the White House reviews them next month. Progress has been far too slow in coming, and if there's ever been a time for our government to start making some positive decisions, this certainly is it.
