Hubble Repairs Hindered By Antiquated Computer Systems
Andrew Moseman writes "Part of the trouble NASA is encountering while fixing the Hubble Space Telescope comes from the fact that it's been up there for nearly two decades, and therefore carries computer systems long outdated here on Earth. 'One of the main computers that the Goddard team has been struggling with during the repair attempts runs on an Intel 486 chip, the height of 1989 technology.' Many of NASA's long-running missions rely on antiquated systems — the Voyager probes each have about 32k of memory — but the scientists say they can manage." -

US's First Internet Votes To Be Cast This Friday
longacre writes "If you thought online voting in America was a distant pipe dream (nightmare?), think again: the nation's first Internet-based voting system goes online this Friday, just days after the release of the Damning Report On Sequoia E-Voting Machine Security we discussed yesterday. In the first real world run of the Okaloosa Distance Ballot Piloting (ODBP) test program, election officials from Okaloosa County, Florida have set up kiosks in Germany, the UK and Japan where 600-700 absentee voters — mostly military personnel — are expected to cast ballots. Security experts still have many questions, of course, particularly on the potential for interception of voting data while it travels across oceans (via 'secure VPN'), the security of the kiosks ('hardened laptops' with no hard drives and other sensitive components disabled) and the security of the three data centers (one of which is itself housed overseas, in Barcelona, Spain), not to mention the fact that Florida doesn't exactly have a stellar record when it comes to vote counting. Florida's Dept. of State also has a fairly detailed outline of ODBP's components and processes [PDF]." -

Obama & McCain Conflicting On Net Neutrality
longacre writes "For all their incessant bickering in the first two presidential debates over conflicts of interest and government regulation, PopMech columnist Glenn Derene is puzzled that the candidates have yet to be challenged on a vital issue directly related to both those topics: Net neutrality. John McCain and Barack Obama have stated elsewhere their opposing views on the issue, with McCain being opposed to Net neutrality and favoring light regulation of the Internet, while Obama is in favor of neutrality and seeks Government involvement. In any case, since there is no standard accepted definition of 'network neutrality,' until the candidates elaborate on their positions (which they both declined to do for this piece, nor anywhere else so far, for that matter), 'both sides can make a credible case that they're the ones defending freedom of innovation and open communication.'" -

Inside the DARPA-esque Singapore Military Bot Contest

But now, after the Russian onslaught in Georgia, this weekend's TechX Challenge in Singapore takes on a bigger meaning: can small countries keep up with military superpowers by upmodding existing robots for their own needs and then arming them? Researchers in the Far East seem to be struggling with their A.I. research right now, but this could just be the beginning of the 'little guys' fighting back. From the article: 'Chan says the agency wants to use more locally developed robots to help in homeland security and counterterrorist operations. The DSTA's goal is to improve robotic artificial intelligence so it can build machines to perform dangerous tasks — reconnaissance, surveillance and the handling of hazardous materials — that American robots already can. ... Back at Nanyang Technological University, Michael Lau acknowledges the urgency of the research but says the AI for urban warfare just isn't ready. mattnyc99 writes "A month ago we talked about the impending death of streaming music site Pandora thanks to a very backwards fight over royalties. PopMech follows up with an article that, besides noting how insane it is that Pandora has to pay record labels for the bad songs that users skip, also gets the (three-member) Copyright Royalty Board to try and defend itself about why the government is determining royalty rates for the music industry. Quoting: 'It was uninvited,' says Richard Strasser, senior attorney for the Copyright Royalty Board. 'I don't think anybody was jumping up and down with joy in the government that they have this responsibility, but the former systems just weren't working out.'" No one seems to be trying to defend or explain why Internet radio is being hit so much harder than satellite or broadcast. -
The Windbelt – a Cheap Wind-Power Generator
dominique_cimafranca writes "Shawn Frayne, a 28-year old inventor, has developed a small wind-powered generator that can be used to power small appliances in developing countries. Unlike the typical propeller design one expects of wind generators, the windbelt uses the oscillation of a membrane that follows the vibration of bridge. The oscillation drives small magnets which generate the electricity. From the article: 'Frayne's device, which he calls a Windbelt, is a taut membrane fitted with a pair of magnets that oscillate between metal coils. Prototypes have generated 40 milliwatts in 10-mph slivers of wind, making his device 10 to 30 times as efficient as the best microturbines. Frayne envisions the Windbelt costing a few dollars and replacing kerosene lamps in Haitian homes.'" -
MIT Secretly Built Mega-Efficient Nano Batteries
mattnyc99 writes "There was plenty of chatter last week about an MIT announcement that researcher Angela Belcher had developed a way to create virus-based nanoscale batteries to power mini gadgets of the future. In a fascinating followup at Popular Mechanics, Belcher now says that her unpublished work includes full-scale models of the batteries themselves, and that they could power everything from cars and laptops to medical devices and wearable armor. Quoting: 'We haven't ruled out cars. That's a lot of amplification. But right now the thing is trying to make the best material possible, and if we get a really great material, then we have to think about how do you scale it.'" -

The winning entry, Team Stellar's SATURN system, actually consists of three vehicles: a low level drone and a tracked ground vehicle transmit reconnaissance data to a high-altitude robotic relay aircraft, which proceeds to phone that data home to a central processing center. Upon announcing the winner yesterday, MoD said they are 'carefully considering if technologies demonstrated in the final can be incorporated into future frontline kit for the Armed Forces. It is possible that the winning team will have invented a product that can be developed rapidly for the front line.'" -

The new issue of Popular Mechanics has an in-depth look at the Lunar Crater Observation and Sensing Satellite and its low-cost, lightning-fast mission prep — even if delays have pushed it to late February or early March. Quoting: 'Andrews had no budget for an expensive lander to seek water, and conditions in the eternally dark polar craters would kill rovers, with temperatures close to minus 300 F. Instead, Blue Ice and its partners at Northrop Grumman came up with a concept to bring the lunar floor out in the open.... Since engineering precision hardware would break the budget, the LCROSS team had to make existing components work together.'" -

Quoting: 'In fact, there's no real regulation over high-definition picture quality at all — "none whatsoever," one industry consultant told me. And that's part of the reason why different HD stations often have wildly varying levels of picture quality that change from one moment to the next. Behind the scenes, content producers, broadcasters and cable and satellite providers are engaged in a constant tug-of-war over bandwidth and video quality, with no hard metrics to even define what looks acceptable. Even officials at HBO, where Generation Kill looks pretty fantastic on my TV, bemoaned the lack of a silver bullet ... for now.'" -

FBI's New Eye Scan Database Raising Eyebrows

It's all part of a new biometric software system that could store millions of iris scans within 10 years and has privacy advocates crying foul. Quoting: 'The FBI's Next Generation Identification (NGI) system, which could cost as much as $1 billion over its 10-year life cycle, will create an unprecedented database of biometric markers, such as facial images and iris scans. For criminal investigators, NGI could be as useful as DNA some day — a distinctive scar or a lopsided jaw line could mean the difference between a cold case and closed one. And for privacy watchdogs, it's a dual threat — seen as a step toward a police state, and a gold mine of personal data waiting to be plundered by cybercriminals.'" -
Replacement For Aging Doppler Radar Being Tested
longacre writes "Due to its limited range and slow scan times, the backbone of weather prediction in the US since the early 1990s, the NEXRAD radar system, is deeply flawed in the eyes of meteorologists. A new system being tested by researchers at the NOAA and four universities called the Collaborative Adaptive Sensing of the Atmosphere (CASA) network aims to fill the holes left by NEXRAD, using radar nodes piggybacked onto existing infrastructure, such as rooftops and cell towers. From the article: 'Based on faster and more comprehensive data collection, [Distributed Collaborative Adaptive Sensing] processing can refocus the CASA radars on a particularly interesting part of a storm (like an area that looks like it might develop a tornado) without losing track of an entire storm cell. "The system is continuously diagnosing the atmosphere and reallocating resources using wireless Internet as a backbone," says [the CASA team director].' Testing has begun in Oklahoma, Houston, and Puerto Rico, and initial installations could begin in 5 years." -
How to Turn a PlayStation 3 Into a Linux PC

Now I just need to get my hands on a PS3." Not bad specs for the price, either, since Blu-Ray players still aren't cheap. Game Technology Helps Drive Military Training

Reversing the traditional role of games attempting to simulate real life killing machines, it is now the weapons makers using gaming technology to make their products more effective. Popular Mechanics notes, 'Already, [Mark Bigham, director of business development for Raytheon Tactical Intelligence Systems] says that Raytheon has been experimenting with Wii controllers to explore the possibilities for training simulators and other applications that require physical movement. Just think, one day, the R&D that Nintendo put into Wii bowling could end up influencing basic training.'" -

$1/Gallon "Green Gasoline" In Sight

But we've also seen how cellulosic ethanol is a better option, and how ethanol demand in general is only adding to the worldwide food crisis. So what about $1/gallon gasoline? NSF-funded researchers at UMass Amherst just completed the first direct conversion from cellulose using a new method of hydrocarbon refining, which they claim can be commercialized within 5-10 years and essentially make fuel out of anything that grows. Quoting: 'We already have the infrastructure in place to distribute liquid fuels. We're using them to power transportation vehicles today, and I think that's what we'll be using in 10 years and in 50 years,' Huber says. 'And if you want a sustainable liquid transportation fuel, biomass is the only way to go.'" The process is running at about 50% efficiency now; the $1/gallon figure is based on getting to 100%. -

FCC, FAA Still Don't Want Cell Phones on Planes

Popular Mechanics has a follow-up on why the phones-on-planes ban is here to stay in the United States. Statements from the FCC and FAA confirm that any chance to overturn it remains dead on arrival — even though new "pico-cell" networks cut down interference with phones on the ground. American Airlines is looking like it will have onboard Wi-Fi within the next couple months, just the same. America's Robot Army
Popular Mechanics explores the increasing level of reliance the US military has when it comes to robotic assistance. In the last few years, robot drones have reached an all-new level of sophistication, with several models already deployed in the field. Now, the next generation of robot helpers is nearing the end of its test phase. PM offers up a preview of what we could expect to see in the field within the next five years. "The MULE (Multifunction Utility/Logistics and Equipment) is roughly the size of a Humvee, but it has a trick worthy of monster truck rallies. Each of its six wheels is mounted on an articulated leg, allowing the robot to clamber up obstacles that other cars would simply bump against ... Barely a year old, the prototype is a product of the Army's Unmanned Ground Vehicle program, which began in 2001. It has yet to fire a single bullet or missile, or even be fitted with a weapon.
