Pretty much every email I've received from noreply@ includes in the body of the email a different email address you should reply to if you need to contact customer service. noreply@ is companies' version of brown M&Ms - it filters out people who just hit reply without actually reading to see if the answer to their question is in the email they're replying to.

And by the way, Judges and the Police are actually government entities, so of course the government has influence over them. A statute, even one passed by Congress, is invalid if it abridges a constitutional right. Congress cannot give the president the power to take away rights guaranteed by the constitution.
The statute was signed by President Truman - a democrat. Obama signed a similar order to Trump except it was for a longer period of time and gave more advanced warning.
As has been pointed out many times elsewhere, the Obama restrictions may be "similar", but were not the same as the Trump restrictions:

There definitely was contact, and as days go by and more stupid things happen (Russians being given back seized compounds we've known they've run spying operations from for no reason) the more confusing things get. I'm not going to assume anything until the investigation is complete, but so far there's a slight stench.

It's the vote- counting systems that need to be secured more than the actual voting machines. Some of those voting machines are not networked; they merely put data onto a data-transfer stick/card/chip, which is carried to another machine that supposedly accumulates the data as individual sticks are plugged into it. Obviously such vote-counting machines can be prime targets for remote hackers --change the accumulated data, change the outcome of the voting process.

The entire argument of "Snopes has a liberal bias in its political articles" is that they are very trustworthy in their non-political articles. They don't shade the truth, and they don't just take someone's explanation at face value. But even in the one example you give, there is an obvious decision to accept Hillary's explanation of the Clinton Foundation's donations, and spin all assumed facts into an exoneration of her personally.
From your example:

This completely ignores two crucial points. First, "all the evidence" is Hillary's comments that she didn't do it, and her underling's comments that she didn't do it.
Second, it dismisses a donation of over $100,000,000, because of "timing", as if people running governments and businesses never plan more than one month ahead. No one in Russia said, "Hmmm, maybe we should bribe the next US President with a hundred million dollars so we can buy their uranium." After all, in 2007, no one knew Hillary Clinton was going to be Secretary of State in 2009.
Although it can't be proven that the donors did indeed pay Clinton to ensure the deal was approved, that claim cannot possibly be proven false as that article does. That is why there are claims from right-leaning voices that say that Snopes' political articles are left-leaning.
