This is to see if you are this "expert" you seem to THINK you are. I already KNOW you haven't done anything of good note int his field in written respected publications, so that much is taken care of in that regard.
Ask your "Credible Source", Thor Schmuck, if he also lists PING.EXE (because it can or could do a PING OF DEATH), or if he lists SPYBOT SEARCH & DESTROY on his list (because it alters the HOSTS file, & CA says "that's bad", but, funny they don't list Spybot S&D either, eh?)

By default, perhaps yes. However, any Operating System out there today can be "security hardened" (including BSD variants such as MacOS X, because Apple themselves publish a guide for doing it that's pretty thorough & comprehensive on their website no less), including Windows, Linux (yes, even SeLinux bearing distros of Linux), MacOS X, Solaris, and BSD's other than MacOS X too. This is indicated by the existence of CIS Tool versions out there, and for each of them, and yes, it does do more to security-harden them all than the std. oem distribution setups they're issued with (inclusive of SeLinux bearing distros).
Examples of what the outcome is once it is applied, along with other layered security measures, in the case of Microsoft Windows-NT based OS of more modern varieties:

Thanks for the links, though, I've never read any of those guides, just had a lot of experience dealing with this kind of bullshit on behalf of others. Though I have read plenty of articles by the great Russinovich himself. Now those are some good reads.
The bloke who wrote the guide used to work alongside Dr. Mark Russinovich for the same company (Sunbelt) in the same period in the 1990's and the bloke even actually corrected 'the great Russinovich himself' in code, believe it or not http://www.pcmech.com/article/defragging-the-windows-page-file/ when he found that Dr. Russinovich had actually hardcoded the path to C: drive in pagedefrag.exe for the location of the pagefile.sys and to the eventlogs and registry hives (all can be moved to other drives to lessen the work C drive does, provided a user has multiple disks) and from what I read at Windows IT Pro, Dr. Russinovich even thanked him in email for it. That bloke posts here as anonymous coward, and signs his posts as 'APK'. His guide (cut from his post I found and bookmarked it here as) for securing Windows turns up results like this for users (quoted):

The bloke who posted it did it all over the bloody web and though that's rather gauche, it's good he did. I say that because others are starting to realize the value of its points, such as the usage of Process Explorer for hunting and killing off malware. Use that guide, and Bob's your Uncle.
(This is not new news on that guide though, it is many years old now, and others are learning by it in how to use Process Explorer for malware removals. Nothing interesting whatsoever in what RulerOf did or used, because the information's been out there on it for years now).
Bloody hell, the way RulerOf's using Process Explorer could be done with taskmgr.exe instead (killing first level executables).
The true value of Process Explorer in these cases is to use it to find processes that hide themselves under other running processes (such as libs/dlls loaded in other apps like Explorer.exe, which taskmgr.exe will not show) or underneath services (like svchost.exe, which does not expose what its running beneath itself in taskmgr.exe in Windows 2000, XP, Server 2003 at least).

It covers securing the AT command, by its usage of the CIS Tool (this damn tool's incredible in that capacity and many more). Then again, once a bloke knows what CIS Tool covers, it's cake to put it into your regedit.exe favorites or to make custom MMC.exe for policy settings and again, Bob's your Uncle.

Disk caches make up for it (or DNS cache)
Bit of clarification for you, my man (& thanks for bolstering my points too):
"1 is only semi-false. Using a HOSTS file doesn't use significant CPU that you aren't already using because your request is already going to hit your HOSTS file anyways. I suppose technically having a very large HOSTS file would consume more parsing it than a small one, but in comparison to alternatives, it's CPU light at the least." - by Schadrach (1042952) on Tuesday March 23, @02:24PM (#31587184)
A relatively "smallish" HOSTS file resides in the native DNS Clientside caching service on Windows (so it is constantly in memory, inside of what C/C++ folks call a "structure" (either standalone, or part of an object), or what PASCAL "fiends" like myself, call a record (or again, object) since PASCAL RECORD = C/C++ STRUCTURE).
Also - this avoids being "diskbound slow"... now, if you use a relatively "LARGISH" hosts file? You have to disable your DNS Clientside cache service - or, it "breaks down" & you lag, rather horribly (I have pointed this out to Microsoft on their blogs (S. Sinofsky's, head of Windows development iirc) & Foredecker (a senior mgt. figure @ MS too, who posts here no less)... so, what makes up for that? See subject-line... answer = YOUR DISKCACHE!
HOSTS files, after all, are JUST ANOTHER FILE... & what caches repeatedly used files? Caches do!

P.S.=> Loads & POSSIBLY reloads (if you stop your connection, OR, change entries in your HOSTS file) of a HOSTS eat FAR LESS CPU than ADBLOCK'S constant parsing of each webbrowser page you load in FireFox (the ONLY browser family that ADBLOCK COVERS, mind you, not all others as HOSTS files do, as well as email programs & really ANY WEBBOUND PROGRAM YOU HAVE)... period!

I feel that MS ought to ship a system TOTALLY "closed off", personally (or, @ least, security hardened, per the guidelines I set below)
I do show guidelines for security that DO actually work no less there!
Simply due to the usage of "layered security", conscientious patching, & knowing when and when NOT to use things like JAVASCRIPT + FAR MORE!
(E.G.-> AND, even a "return to antiquities teachings" (per Ozymandias of "The Watchmen" in that quote) by using things like HOSTS files for example, which is 1970's thinking (but, it works like no tomorrow for BOTH added speed, but more importantly, for ADDED LAYERED SECURITY, especially nowadays...)).
Then, when the END-USER elects to "turn those features" on again (or rather, the protection vs. them, off)? He/She, as said end-user, assumes the responsibility for what happens... NOT MS!

HOSTS files can more than just potentially make you safer online, but also way, Way, WAY NOTICEABLY F A S T E R, too!
I.E.-> Can a software firewall alone get you more speed online (as well as more security via the simplest principal of all: 'IF YOU CAN'T GO INTO THE FIRE, YOU CANT GET BURNED', too)?
ANSWER - No, a software-firewall alone cannot get you more speed like HOSTS files can!
HOSTS files not only yield far better security, but also more speed, by blocking out adbanners (which also have been found to bear malicious code MANY times mind you as well), AND, via "hardcoding" your favorites IP-to-DOMAINNAME/HOSTNAME into your HOSTS files... This latter point makes you less trackable via DNS server requests logs.
DNS Servers, which have been found vulnerable in many ways, & badly the past 2-3 yrs. now, but if they go down? You will still reach your favs even if you do HOSTS "hardcoding" as I call it of your favorite websites etc. et al online.

NOW, my app, ALL it does? Is allow a user to launch ANY APP HE WANTS, invisibly. Next thing I know? My app is listed by CA + this fool named Thor Schrock as a malware!

My client STILL Hasn't called me back in regards to that one machine to get it locked down for the kid. I am glad it worked and I am sure her wallet is appreciated too now that it works. Speaking of which, I need to call her to see if I can get some leads. APK - I will say it again, the guide is FANTASTIC! Its made my PC experience much easier. Sandboxing was great. Getting my host file updated, setting services to system service, rather than system local. (except AVG updater, needed system local)"
