An anonymous reader writes: Employees at Google's parent company Alphabet earned "a median pay package of more than $197,000" in 2017, around 18% lower than Facebook's median salary of $240,000, the Wall Street Journal reports. Per the Journal, this illustrates the competitive "talent war in Silicon Valley, where talented engineers are in limited supply." These two salaries were more than $100,000 above Amazon's median pay, which sat at $28,446. The median price for a home in Silicon Valley is upwards of $1 million, in Seattle the median home price is just under $800,000.

Great Barrier Reef Gets $379 Million Boost After Coral Dies Off (bloomberg.com)
The Great Barrier Reef is being given a $379 million boost by Australia in the battle to save the world's largest living structure as it faces mounting challenges such as climate change, agricultural runoff and a coral-eating starfish. From a report: "Like reefs all over the world, the Great Barrier Reef is under pressure," Prime Minister Malcolm Turnbull said in a statement on Sunday, calling the funding the largest granted to the famous tourist icon. "A big challenge demands a big investment -- and this investment gives our reef the best chance." [...] The new funding comes after Deloitte Access Economics valued the reef last year at A$56 billion, based on an asset supporting tens of thousands of jobs and which contributes A$6.4 billion a year to the economy. Still, that was before a study released this month in Nature showed about 30 percent of the reef, which is bigger than Japan, died off in 2016 during an extended marine heatwave.

Man Sues Nation For Allegedly Seizing France.com, a Domain He Has Owned For Over 20 Years (arstechnica.com)
A French-born American has now sued his home country because, he claims, the Ministry of Foreign Affairs has illegally seized a domain that he's owned since 1994: France.com. From a report: In the mid-1990s, Jean-Noel Frydman bought France.com from Web.com and set up a website to serve as a "digital kiosk" for Francophiles and Francophones in the United States. For over 20 years, Frydman built up a business (also known as France.com), often collaborating with numerous official French agencies, including the Consulate General in Los Angeles and the Ministry of Foreign Affairs. However, sometime around 2015, that very same ministry initiated a lawsuit in France in an attempt to wrest control of the France.com domain away from Frydman.
Web.com locked the domain, and Frydman even roped in the Berkman Klein Center at Harvard Law School to intervene on his behalf. By September 2017, the Paris Court of Appeals ruled that France.com was violating French trademark law. Armed with this ruling, lawyers representing the French state wrote to Web.com demanding that the domain be handed over. Finally, on March 12, 2018, Web.com abruptly transferred ownership of the domain to the French Ministry of Foreign Affairs. The company did so without any formal notification to Frydman and no compensation. "I'm probably [one of Web.com's] oldest customers," Frydman told ArsTechnica. "I've been with them for 24 years... There's never been any cases against France.com, and they just did that without any notice. I've never been treated like that by any company anywhere in the world. If it happened to me, it can happen to anyone." -
100 US Mayors Sign Pledge To Defend Net Neutrality Against Crooked ISPs (gizmodo.com)
An anonymous reader quotes a report from Gizmodo: More than 100 U.S. mayors have signed a pledge to hold internet service providers accountable for net neutrality violations, despite the FCC's vote to repeal the regulations late last year. The pledge, initiated by Mayors Bill de Blasio of New York City, Steve Adler of Austin, and Ted Wheeler of Portland, promises that cities will refuse to do business with ISPs that violate net neutrality standards. The mayors, brought together by a coalition of open internet advocates, including Free Press, Demand Progress, and Daily Kos, have accused FCC Chairman Ajit Pai of caving to corporate interests by giving companies such as AT&T and Verizon the power to "block, throttle and slow access to sites and services at will." A complete list of the cities taking the pledge is available on the campaign's website. At time of writing, nearly 80,000 letters have been sent urging mayors across the country to participate.

Uber Tightens Bug Bounty Extortion Policies Following 2016 Data Breach (threatpost.com)
lod123 shares a report from Threatpost: Uber is tightening policies around its bug-bounty program after a 2016 data breach exposed deep flaws in its policies around handling extortion. With the updates, Uber's HackerOne bug bounty policies more thoroughly outline "good-faith vulnerability research and disclosure," and contain language defining what constitutes unacceptable behavior, stating that the company wants researchers "to hunt for bugs, not user data."
One newly outlined policy makes it clear that Uber won't take legal action against researchers -- as long as they report vulnerabilities with no strings attached. "You should never illegally or in bad faith leverage the existence of a vulnerability or access to sensitive or confidential information, such as making extortionate demands or ransom requests, or trying to shake us down. In other words, if you find a vulnerability, report it to us with no conditions attached," the policy said. Uber has made additional changes to its program to offer researchers an additional $500 if they include a fully scripted proof-of-concept (PoC) in their original report. -
US Keeps China, Puts Canada on IP Priority Watch List (reuters.com)
The Trump administration on Friday labeled 36 countries as inadequately protecting U.S. intellectual property rights, keeping China on a priority watch list and adding Canada over concerns about its border controls and pharmaceutical practices. From a report: The U.S. Trade Representative's annual report on global IP concerns is separate from the "Section 301" report on Chinese technology transfer practices that has led the world's two largest economies to threaten each other with tariffs. The so-called "Special 301 Report on Intellectual Property Rights" calls out China for its "coercive technology transfer practices" and "trade secret theft, rampant online piracy, and counterfeit manufacturing." It was the 14th straight year that China was placed on the "Priority Watch List." U.S. Trade Representative Robert Lighthizer is due to travel to China next week along with other senior Trump administration officials for talks on U.S. demands for changes in Beijing's trade and intellectual property policies.

The Smartphone Sales Slowdown is Real (axios.com)
Earnings reports from Samsung and Qualcomm on Wednesday suggest a serious industrywide slowdown in smartphone sales. Samsung's report is especially telling, since it also makes displays and other components for Apple. From a report: The smartphone business is an incredibly crowded space, so a slowdown could lead to even steeper price competition. That's a potential short-term boon for consumers, but could put the hurt on a whole host of technology companies. Samsung's take: Its written outlook was terse and brief, but damning. Of its own phones, it said "[p]rofitability in the mobile business is expected to decline quarter-over-quarter due to stagnant sales of flagship models amid weak demand and an increase in marketing expenses to address the situation." Similarly, it cautioned of weak demand in its display and chip businesses, which supply components for both Samsung and its phone rivals, including Apple. Qualcomm's take: The phone chip giant also predicted a slowdown, cutting its forecast for 3G and 4G smartphones.

Ford To Stop Selling Every Car In North America But the Mustang, Focus Active (techcrunch.com)
An anonymous reader quotes a report from TechCrunch: Ford today announced it will phase out most cars it sells in North America. According to its latest financial release, the auto giant "will transition to two vehicles" -- the Mustang and an unannounced vehicle, the Focus Active, being the only traditional cars it sells in the region. Ford sees 90 percent of its North America portfolio in trucks, utilities and commercial vehicles. Citing a reduction in consumer demand and product profitability, Ford is in turn not investing in the next generation of sedans. The Taurus is no more. The press release also talks about a new type of vehicle, though it sounds like a crossover. This so-called white space vehicle will "combine the best attributes of cars and utilities, such as higher ride height, space and versatility." Currently, Ford sells six sedans and coupes in North America: the Fiesta, Focus, Fusion, C-Max, Mustang and Taurus. This lineup hits multiple segments, from the compact Fiesta to the mid-size Focus, C-Max and Fusion to the full-size Taurus. The Mustang stands alone as the lone coupe.

Electric Buses Are Hurting the Oil Industry (bloomberg.com)
An anonymous reader quotes a report from Bloomberg: Electric buses were seen as a joke at an industry conference in Belgium seven years ago when the Chinese manufacturer BYD showed an early model. Suddenly, buses with battery-powered motors are a serious matter with the potential to revolutionize city transport -- and add to the forces reshaping the energy industry. With China leading the way, making the traditional smog-belching diesel behemoth run on electricity is starting to eat away at fossil fuel demand. The numbers are staggering. China had about 99 percent of the 385,000 electric buses on the roads worldwide in 2017, accounting for 17 percent of the country's entire fleet. Every five weeks, Chinese cities add 9,500 of the zero-emissions transporters -- the equivalent of London's entire working fleet, according Bloomberg New Energy Finance. All this is starting to make an observable reduction in fuel demand. And because they consume 30 times more fuel than average sized cars, their impact on energy use so far has become much greater than the than the passenger sedans produced companies from Tesla to Toyota. For every 1,000 battery-powered buses on the road, about 500 barrels a day of diesel fuel will be displaced from the market, according to BNEF calculations. This year, the volume of fuel buses take off the market may rise 37 percent to 279,000 barrels a day, about as much oil as Greece consumes, according to BNEF.

Patent 'Death Squad' System Upheld by US Supreme Court (bloomberg.com)
The U.S. Supreme Court upheld an administrative review system that has helped Google, Apple and other companies invalidate hundreds of issued patents. From a report: The justices, voting 7-2, said Tuesday a U.S. Patent and Trademark Office review board that critics call a patent "death squad" wasn't unconstitutionally wielding powers that belong to the courts. Silicon Valley companies have used the system as a less-expensive way to ward off demands for royalties, particularly from patent owners derided as "trolls" because they don't use their patents to make products. Drugmakers and independent inventors complain that it unfairly upends what they thought were established property rights. "It came down to this: Is the patent office fixing its own mistakes or is the government taking property?" said Wayne Stacy, a patent lawyer with Baker Botts. "They came down on the side of the patent office fixing its own mistakes." The ruling caused shares to drop in companies whose main source of revenue -- their patents -- are under threat from challenges. VirnetX, which is trying to protect almost $1 billion in damages it won against Apple, dropped as much as 12 percent. The patent office has said its patents are invalid in a case currently before an appeals court.

White House Reportedly Exploring Wartime Rule To Help Coal, Nuclear (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: According to reports from Bloomberg and E&E News, the Trump Administration has been exploring another way to help coal and nuclear generators: the Defense Production Act of 1950. The Act was passed under President Truman. Motivated by the Korean War, it allows the president broad authority to boost U.S. industries that are considered a priority for national security. On Thursday, E&E News cited sources that said "an interagency process is underway" at the White House to examine possible application of the act to the energy industry. The goal would be to give some form of preference to coal and nuclear plants that are struggling to compete with cheap natural gas.
If the DOE decides not to invoke Section 202(c), the president may turn to the Defense Production Act. According to a 2014 summary report (PDF) from the Congressional Research Service (CRS), the act would allow the president to "demand priority for defense-related products," "provide incentives to develop, modernize, and expand defense productive capacity," and establish "a voluntary reserve of trained private sector executives available for emergency federal employment," among other powers. (Some even more permissive applications of the Act were terminated in 1957.) Using the Act to protect coal and nuclear facilities would almost certainly be more controversial, as the link between national defense and keeping uneconomic coal generators running is not well-established. The Administration could apply the Act to "provide or guarantee loans to industry" for material-specific deliveries and production. "The president may also authorize the purchase of 'industrial items or technologies for installation in government or private industrial facilities,'" reports Ars. -
Autonomous Boats Will Be On the Market Sooner Than Self-Driving Cars (vice.com)

For cars, it's likely going to take decades before we see them operating freely, outside of test conditions. Some unmanned watercraft, on the other hand, may be at sea commercially before 2020. That's partly because automating all ships could generate a ridiculous amount of revenue. According to the United Nations, 90 percent of the world's trade is carried by sea and 10.3 billion tons of products were shipped in 2016. According to NOAA's National Ocean Service, ships transported $1.5 trillion worth of cargo through U.S. ports in 2016. The world's 325 or so deep-sea shipping companies have a combined revenue of $10 billion.
Startups and major firms like Rolls Royce are now looking to automate the seas and help maritime companies ease navigation, save fuel, improve safety, increase tonnage, and make more money. As it turns out, autonomous systems for boats aren't supremely different than those of cars, beyond a few key factors -- for instance, water is always moving while roads are not, and ships need at least a couple miles to redirect. Buffalo Automation, a startup in upstate New York that began at the University at Buffalo, just raised $900,000 to help commercialize its AutoMate system -- essentially a collection of sensors and cameras to help boats operate semi-autonomously. CEO Thiru Vikram said the company is working with three pilot partners, and intends to target cargo ships and recreational vessels first. Autonomous ships are an area of particular interest for the International Maritime Organization (IMO), which sets the standards for international waters. It launched a regulatory scoping exercise last year to analyze the impact of autonomous boats. By the time it wraps in 2020, market demand may make it so that we already have semi-autonomous and unmanned vessels at sea. -
MPAA Silently Shut Down Its Legal Movies Search Engine (techdirt.com)
Back in 2015, the Motion Picture Association of America (MPAA) released its own search engine to combat the argument that people pirate films because there are too few legal alternatives. According to TorrentFreak, the search engine, WhereToWatch.com, has since been quietly shut down by the movie industry group, stating that there are plenty of other search options available today. From the report: The MPAA pulled the plug on the service a few months ago. And where the mainstream media covered its launch in detail, the shutdown received zero mentions. So why did the site fold? According to MPAA Vice President of Corporate Communications, Chris Ortman, it was no longer needed as there are many similar search engines out there. "Given the many search options commercially available today, which can be found on the MPAA website, WheretoWatch.com was discontinued at the conclusion of 2017," Ortman informs TF. "There are more than 140 lawful online platforms in the United States for accessing film and television content, and more than 460 around the world," he adds. "That is all absolutely true today, though it was also true three years ago when the site was launched," adds Techdirt. "The simple fact of the matter is that the site did little to serve any real public customer base. Yes, legal alternatives to piracy exist. Everyone knows that, just as they know that there are far too many hoops and restrictions around which to jump that have nothing to do with price. The MPAA and its client organizations have long asserted strict control over their product to the contrary of public demand. That is, and has always been, the problem. On top of all that, the MPAA showed its no better at promoting its site than it was at promoting the legal alternatives to pirating movies."

Demand For Batteries Is Shrinking, Yet Prices Keep On Going and Going ... Up (wsj.com)
schwit1 shares a report: Batteries on average cost 8.2% more than a year ago, while prices in the overall household-care segment rose only 1.8%, according to Nielsen. At a time when prices are stagnating on everything from toilet paper to diapers, such pricing power for a product that is increasingly obsolete has confounded shoppers [Editor's note: the link may be paywalled]. "As far as the prices go, you don't have a choice," said Samuel Hurly, a contractor from Mount Vernon, N.Y., as he scanned a Home Depot display of AAA batteries to power flashlights he uses on the job. Batteries ordered online take too long to arrive, Mr. Hurly said, and he finds cheaper, private-label options lose power too quickly.
Battery prices were more likely to fluctuate a few years ago, when Duracell was owned by consumer-products giant Procter & Gamble Co. and Energizer was part of Edgewell Personal Care Co. Those companies were more focused on their bigger, more profitable razor businesses -- Edgewell with Schick and P&G with Gillette. They would invest less in batteries, or slash prices to drive up volume, to compensate for weak sales in other units, said SunTrust analyst Bill Chappell. Energizer Holdings Inc. spun off from Edgewell in 2015, and Duracell broke apart from P&G a year later when it was acquired by Warren Buffett's Berkshire Hathaway Inc. schwit1 asks, "Both businesses have become more profit-focused since separating from their previous owners. Apple Sued an Independent iPhone Repair Shop Owner and Lost (vice.com)
Jason Koebler, reporting for Motherboard: Last year, Apple's lawyers sent Henrik Huseby, the owner of a small electronics repair shop in Norway, a letter demanding that he immediately stop using aftermarket iPhone screens at his repair business and that he pay the company a settlement. Norway's customs officials had seized a shipment of 63 iPhone 6 and 6S replacement screens on their way to Henrik's shop from Asia and alerted Apple; the company said they were counterfeit. Apple threatened to take action, unless Huseby provided the companies with copies of invoices, product lists, and a plethora of other things. The letter, sent by Frank Jorgensen, an attorney at the Njord law firm on behalf of Apple, included a settlement agreement that also notified him the screens would be destroyed. [...] Huseby decided to fight the case. Apple sued him. Local news outlets reported that Apple had five lawyers in the courtroom working on the case, but Huseby won. Apple has appealed the decision to a higher court; the court has not yet decided whether to accept the appeal.

Japan Team Maps 'Semi-Infinite' Trove of Rare Earth Elements (japantimes.co.jp)
schwit1 quotes a report from The Japan Times: Japanese researchers have mapped vast reserves of rare earth elements in deep-sea mud, enough to feed global demand on a "semi-infinite basis," according to a new study. The deposit, found within Japan's exclusive economic zone waters, contains more than 16 million tons of the elements needed to build high-tech products ranging from mobile phones to electric vehicles, according to the study, released Tuesday in the journal Scientific Reports. The team, comprised of several universities, businesses and government institutions, surveyed the western Pacific Ocean near Minamitori Island. In a sample area of the mineral-rich region, the team's survey estimated 1.2 million tons of "rare earth oxide" is deposited there, said the study, conducted jointly by Waseda University's Yutaro Takaya and the University of Tokyo's Yasuhiro Kato, among others. The finding extrapolates that a 2,500-sq. km region off the southern Japanese island should contain 16 million tons of the valuable elements, and "has the potential to supply these metals on a semi-infinite basis to the world," the study said.

Apple Must Pay Patent Troll More Than $500 Million In iMessage Case (bloomberg.com)
A federal court in Texas today has ordered Apple to pay $502.6 million to a patent troll called VirnetX, the latest twist in a dispute now in its eighth year. "VirnetX claimed that Apple's FaceTime, VPN on Demand and iMessage features infringe four patents related to secure communications, claims that Apple denied," reports Bloomberg. From the report: The dispute has bounced between the district court, patent office and Federal Circuit since 2010. There have been multiple trials, most recently one involving earlier versions of the Apple devices. A jury in that case awarded $302 million that a judge later increased to $439.7 million. Kendall Larsen, CEO of VirnetX, said the damages, which were based on sales of more than 400 million Apple devices, were "fair." "The evidence was clear," Larsen said after the verdict was announced. "Tell the truth and you don't have to worry about anything." For VirnetX, the jury verdict in its favor could be a short-lived victory. The Patent Trial and Appeal Board has said the patents are invalid, in cases that are currently before the U.S. Court of Appeals for the Federal Circuit in Washington. The Federal Circuit, which handles all patent appeals, declined to put this trial on hold, saying it was so far along that a verdict would come before a final validity decision.

GPU Prices Soar as Bitcoin Miners Buy Up Hardware To Build Rigs (computerworld.com)
"Bitcoin and other cryptocurrency miners have created a dearth of mid-range and high-end GPU cards that are selling for twice as much as suggested retail," reports Computerworld. "The reason: miners are setting up server farms with the cards." Lucas123 writes: GPU prices have more than doubled in some cases... Some of the most popular GPUs can't even be found anymore as they've sold out due to demand. Meanwhile, some retailers are pushing back against bitcoin miners by showing favoritism to their traditional gamer customers, allowing them to purchase GPUs at manufacturer's suggested retail price. Earlier this year, NVIDIA asked retailers of its hardware to prioritize sales to gamers over cryptocurrency miners.

Facebook Demands ID Verifications For Big Pages, 'Issue' Ad Buyers (techcrunch.com)
An anonymous reader quotes a report from TechCrunch: Facebook is looking to self-police by implementing parts of the proposed Honest Ads Act before the government tries to regulate it. To fight fake news and election interference, Facebook will require the admins of popular Facebook Pages and advertisers buying political or "issue" ads on "debated topics of national legislative importance" like education or abortion to verify their identity and location. Those that refuse, are found to be fraudulent or are trying to influence foreign elections will have their Pages prevented from posting to the News Feed or their ads blocked. Meanwhile, Facebook plans to use this information to append a "Political Ad" label and "Paid for by" information to all election, politics and issue ads. Users can report any ads they think are missing the label, and Facebook will show if a Page has changed its name to thwart deception. Facebook started the verification process this week; users in the U.S. will start seeing the labels and buyer info later this spring, and Facebook will expand the effort to ads around the world in the coming months.

Russia Files Lawsuit To Block Telegram Messaging App (reuters.com)
Russia's state communications watchdog, Roskomnadzor, has filed a lawsuit to block Telegram in the country because the instant messaging company has refused to hand over the encryption keys that would allow Russian authorities to read messages sent using the service. From a report: Ranked as the world's ninth most popular mobile messaging app, Telegram is widely used in countries across the former Soviet Union and Middle East. Active users of the app reached 200 million in March. As part of its services, Telegram allows users to communicate via encrypted messages which cannot be read by third parties, including government authorities. But Russia's FSB Federal Security service has said it needs access to some messages for its work, including guarding against terrorist attacks. Telegram has refused to comply with its demands, citing respect for user privacy.
