Smaller business tend to be more focused on what they do, rather than large businesses which spread their tentacles in anything that makes money, and then do it badly. Plus, probably the majority of the business world is made up of small businesses.
Why not some sort of embedded platform? Custom built and programmed. You can do that for the sensor and control equippment. You might find that power consumption is a lot less, and you'll have a lot more control over what you do, and might get better reliability.
USD10k / year sounds terrible. If I convert that to AUD, that would be maybe about 15k (very roughly). I dont know what the costs of living in the US are, but here that would barely pay for the rent (depending where you live of course). If that was a full time job, that would probably be illegal here..
