He's referring to the unbuilt Lower Manhattan Expressway. The plan was to build an elevated expressway across Manhattan on Canal Street, but it was (thankfully) defeated by community activists in the 60's.
But consumers as well as companies already pay for the bandwidth they use. If the ISP's feel they are not adequately compensated, they can charge their customers more.

If he had put aside all his 1337 skillz in computers and selected the option of letting the installation program handle the resizing of his windows partition and partitioning of his Ubuntu partitions, he would be up and running by now.
Here in Stockholm, there is a city owned company called Stokab, they build and own fibers to city owned apartment buildings as well as coop/condo buildings that sign a contract with the company. This company only owns and maintains the fibers, another company, called OpenNet, operates the fiber network.
The actual services are provided by private companies, who are allowed equal access to the network. I have a choice between about 8 ISP's (with speeds between 10 and 100 Mbps both downstream and upstream, costing about 300 SEK (32/$45)/month for 100/100 Mbps), 4 VoIP providers, and (only) 2 TV providers, all operating over the fiber.
The limit to games on Linux is market share. Its not (much) easier to develop a good 3D game for linux as it is Windows, so why code for 2% of the market when you can code for 92% of the market?

While I don't agree with the EU's data retention directive, there is a clear difference between the regulated retention of logs by ISP's and the unregulated retention of log by search engines. The logs of ISP's can only be released under court order, and the period of retention is regulated. The logs of the search engines however can be accessed by the companies owning the search engine as well as anyone the company decides to sell them to, and they can retain the logs for as long as they want, all without any kind of oversight.

And even before that, you could install an mp3 codec for instace simply by searching for 'mp3' in Applications->add/remove and install the codec from the list of matching packages. Windows is actually far worse than this, try playing a divx or xvid file in windows media player without having installed a codec pack, wmp will try to find the codec, but it won't succeed, and you have to find and download a codec pack from some random location, hoping that it won't contain a virus, trojan or spyware.

If they do all their development with something like SDL, and don't use OSX specific API's for sound, etc, then all they'd have to do is to recompile it for Linux.

I had a similar problem with a Dlink USB dongle which was also RT73, the problem was that that the driver simply didn't know about this particular dongle, so I had to define it in a header file (fairly simple).
Download this and add your dongle in rtmp_def.h (at the bottom of the file) and compile. You can find the identifier for your dongle with lsusb.

Now imagine this on a bigger scale, hundreds of thousands of households, a medium sized city. This could probably come in pretty handy for operations like that.

Flashblock blocks all flash by default and only allows the flash you click on. (the flash is replaced by an empty space with play button inside)

I checked both the UK and German dell websites and even if I specifically search for Ubuntu, the only thing I can find is the US Dell Ubuntu site.
