Being a South African myself, I just hope this isn't another one of our Governments tricks at appearing to be 1st world and 'up to date/ahead of' 1st world countries.
Whilst people in our country remain illiterate, homeless and diseased on a vast scale, the government implements such things such as this, instead of facing up to our most immediate problems.
They implement laws such as 'no smoking in public places', yet fail to curb the serious offences, such as murder, rape and robbery.
They implement grand new schemes, such as this Open Source 'initiative' when millions are without homes, clean water or electricity.
It's just lip-service - they can pat themselves on the back and say "Look, we're just as good as the 1st world" while ignoring the real issues that face our country.
Some replies, admittedly funny, have ranted about home data being pretty much useless.
HOW THE HELL DO YOU KNOW THAT ?
Just because YOU don't do anything productive on your home network, it doesn't mean that all of us do.

What if this dude was a freelance programmer working from home, on a sixth month project that would basically feed/clothe him and his family for the next year ?

I guess I should do a search on this, but as far as I noticed, on and after 9/11 the internet was running and reporting reasonably, considering the traffic impact ?
There was a noticable slowdown and I'm sure there was a fair share of server overload resulting in crashes - but the internet held up due to it's very nature.
What is probably a more worrying fact - what happens when an ISP carrying the bulk of the Worlds internet traffic crashes / goes out of business ?
South Africa has a hard enough time with simple tasks like traffic fines, keeping people in jail, preventing rape, murder and other violent crime.
In fact, they are totally useless at all of the above.
And you really think they will have the ability to persue this highly technical new law ?
I think the main purpose of this action is to encourage investment and business in the country by saying that "South Africa is a secure location to conduct e-commerce" - Somehow, I don't think it's going to work...
It seems Mandrake always gets left out in the cold when it comes to hyping a "Linux for the masses" desktop solution.
Mandrake is perfectly positioned to fill all the needs of a home Linux user, from the beginner right through to the advanced user.
As for AOL teaming up with Lindows - all that is mentioned in the article is Netscape 7.0 being 'integrated' with Lindows. In short, all this means right now is that Lindows will use Netscape as it's primary web browser.
The whole thing is just one ugly "Lets get on the Linux bandwagon to screw Microsoft" marketing stunt.
The last thing Linux needs is meddling and interference by AOL/Time Warner - can you just imagine. If they adopt Linux in a big way, in a few years, they'll be claiming they invented it and will add tons of proprietary closed source bunk.
So correct me if I'm wrong here - a small amount of people got all bitchy about this and they are more than likely in some way attached to either the Gnome or KDE projects ?
Redhat are attempting to unify Linux and make it something your marketing department could use - anything wrong with that ?
If you don't like it, don't use Redhat.
Personally, I like what Redhat have done - it means I don't have to spend a ton of time fiddling around with all sorts of useless widgets and can get work done right away.
Not all of us want animated buttons, x-term backgrounds, slide-out menus etc.
The excerpt in some areas seems to be trying to compare HTML scripting with C++ or Java programming and hints at an assumption that programmers using these languages always create clean and efficient code.
Languages like C++ and Java don't merely encourage proper coding practices, they demand them.
They do ? - Could've fooled me - there's some hideous code out there !
I've seen a lot of comments posted here and elsewhere about the USA "Reaping what they sow" and other comments along the same lines.
I would've been tempted to agree with them, but for one thing:-
The sheer horror of the WTC attacks !
Yes, the rest of the world has been experiencing terrorist attacks for many many decades, but nothing on the scale of 9/11
People are also saying things like "If it had been in this or this country, it would never have been such a big deal"
So what is your point ? - Of course it wouldn't - this was an attack on the worlds most rich and powerful country. There's few other places where the impact would've had such enormous repercussions worldwide - also add into the mix the fact that the USA produces the majority of the worlds media (or at least, the most widespread media programs)
I watched a documentary last night that really bought the scale of the disaster home - the two french film makers who were originally filming a documentary on a rookie fireman and in-advertantly ended up filming the 9/11 disaster, including footage of the inside of the Towers.
Anyone who can watch that and still say "America bought it upon themselves" is sadly mistaken and very heartless - no country deserves that kind of horror, not even Iraq. Why ? - Because it's the innocents that suffer.
But then, there's just plain stupid ...

If you are an accounting company shifting numbers around all day, it's unlikely that anyone but your marketing manager would require a mac - and the only reason your marketing manager may want one, is because it looks cool ! It's also unlikely that you'll find many Linux users in the company - possibly the company mail and web servers run Linux.
If you are involved in a media content business, such as print, or digital media, the chances of finding a mac are pretty much guaranteed (at least, for now) - again, mail and web servers could be running Linux.
If you are involved in the tech sector in some way, then the chances of finding Linux boxes are guaranteed and maybe your marketing guy has a mac powerbook (Because it looks cool, not because he can use it)
Your assuming here that people will upgrade web servers just because a newer distro has been released with Apache 2 - that's just plain crazy in many cases.
This may be the case for those running one or two websites, or just meddling around, but for hosting companies, the adoption will be a slower process, for obvious reasons.
What would more likely be the case is that when web hosting companies upgrade hardware, they will be more likely to upgrade to Apache 2

There are currently many thousands of Linux boxen spread out globally available for potential newsworthy attacks.
