I recommend looking for programmers at Elance. The programmers that subscribe to Elance are typically of better quality.
One thing to keep in mind is that you/shouldn't/ be looking for a bargain. You may already know, but you're going to get what you're paying for. Just a heads-up.
I don't know if this suggestion helps at all, but I'd recommend setting up weekly CRON scripts if your servers are *NIX-ish at all. I don't know what your maintenance routine consists of, so I don't know if this is even applicable.

In my line of work (web application development), I write scripts to do database integrity checks on my clients' systems, filesystem monitoring (for checking file sizes and permissions), and data transfer monitoring. Scripting all of these things together, and having automatic reports sent to me via email, is the way that I do it.
What's wrong with using a regular old legal pad? I don't understand why notes have to be "digitized", or displayed in HTML. Every other student I know writes notes in notebooks or legal pads...
I'm not sure what benefit there is in establishing new TLDs. Honestly, I think that the new TLDs, and most of dubious ccTLDs (.sc,.ws,.cx,.cc) are pointless because a domain name that doesn't end in.com,.net, or.org doesn't have much in the way of perceived credibility.... but that's mostly because I think that any domain name like "foo.info" or "bar.fm" just sounds cheesy. I especially despise the ".biz" TLD because it's just so damned tacky. Imagine "generalmotors.biz" or "phillipmorris.biz". No way.
Three miles from the excavation site, the same paleontologists found the fossils of carnivorous dinosaurs. After the results came back from the lab, they were able to determine that these dinosaurs were much more satisfied, and didn't whine as much as their herbivorous kin.
Also found among the fossils of the vegetarian dinosaurs were empty "Tofudactyl" wrappers.
We have a local non-profit in Portland called FreeGeek. They accept donations of old hardware, refurbish it, and get computers into the hands of other non-profit and worthy causes.
