BSD represents some fine code, But I personally would stay away from the GNU/Hurd Kernel its been "almost ready" for 10 years or more, and shows no sign of getting much past that point any time soon. There may be some good ideas in there but it seems to be to a day late and a dollar short.
If you don't want to muck about in the linux kernel you can also look at a lot of the application code that is floating around. Gnumeric, GIMP, perl, MySQL, apache etc. Once again find something that needs doing and start doing it. They probably all could use some documentation somewhere (OK several of those projects have very good docs). Or could use testing or transation to a new language.
The other thing you could look at doing is start building a test suite for an application. Better tests are always useful.
I would guess that they will spend a bit on developing some apps (open office or gnome or kde maybe) that they need. But it will may not show up as a line item in the budget. Just have a few guys who would be developing stuff in house end up sending out some GPL code, under the radar more or less.
It is probably much easer for them to do that then to say put in the budget that they are spending X on linux application development. They now have a large vested intrest in making sure it works for them, and while they are at it, make it better for everyone else. Who cares how they budget it.
Also remember the V-22 is a totally new thing. Its not just a next generation of a cargo airplane like say the C-17 or a new helocopter. In some ways you might do well to compair it to a World War I era aircraft. Back when they were still trying to figure out how to make an airplane that could do a job and get home again.
In truth it is much more robust than that. The powerplant is I belive a more or less of the shelf Pratt and Whitney and many other things about it are also taken from other aircraft.
But when you flight test a totally new thing there will be problems. When the design is as radical as a V-22 they will be big problems. The next generation of the V-22 type ship will probably be much better.
I took a class at brandeis in the physics dept and we did PIC based stuff. We used an 8 bit Pic with i think 13 IO lines. It was a very good class and I learned a hell of a lot. We used PIC basic and assembler. (It was a physics class not computer science).
There was quite a bit of equipment we ended up needing, including the programer (to put the code on the chips) a breadboard (actually several) and a very good osilascope. If you have access to this kind of stuff it could be worth it.
One problem DIP profile chips are getting harder to come by. Surface mount chips are great for factory built stuff, but if you are playing with stuff at home (or in a school lab) not so good.

In the summer due to Air Conditioning and other things power grids run very near the max so if something major fails then you are running much above 100%, this starts blowing breakers and shutting things down. The radio just said in 3 minutes 21 plants shut down, so once things start to fail and they can fail fast.
The cause of this is (near as I can tell) not the same as what hit california a few years ago. What happened on the west coast was a result of stupid policy. They fixed the retail cost of power, while the marginal cost of generating power is very much dependant on the market cost of oil or natural gas. At some point it cost more to generate the power then they were allowed to charge for it.

I have NPR on and from what they said it looks light a lightning strike at a plant in Niagra Falls NY may be the cause of this.
