The public schools I attended in the US were set up very similarly to the way you describe European schools - sections based on performance levels.
Incidentally, they stopped this about two years after I graduated high school.

The kids afterward? Much lower college attendance. Many of them still living with their parents. A lot of unemployment in that group.
Cat 3 wiring is still usable for various LAN applications - home automation being one.
Unless if course your furnace NEEDS 100 Mb/sec connectivity.... 10 Mb/sec will probably do. I find mine gets by with zero actually, but it is controlled by an oh so boring programmable thermostat.
Flight time to camp David is about 20 minutes. From CD to Hagerstown Maryland Regional Airport is about 10 (recent runway extentions there can handle a 747).
The installations in the federal ring are only about 50 miles out (300 miles puts them well past the mountains not to mention makes them useless in time of war as it would take too long to get to one) and are far from secret: Cannonball, Cannonball 2, Corkscrew, Mt Weather, Raven Rock, Site R, Camp David, the list goes on. I doubt it. Certain hispanic immigrant advocacy groups fight sales tax increases tooth and nail... incidentally one tax that their "constituency" cannot avoid.
That is not true - MS will definately get a salary bump (will have to change jobs to get the bump) not to mention get your resume through HR much easier than with undergrad alone.
In government contracting your resume will be bid at a higher rate thus earning the company more money: this alone makes the masters desireable and is quite frankly why many contractors will subsidize it. If you are going for government employment directly masters will bump you to a higher pay band or substitute for x (usually one) years of experience.
My experince is that a PhD in CS is utterly useless in industry. They don't get paid more, they don't get any preference over an MS, and honestly they don't perform any better. However this is true of a masters-bachelor comparison as well... two former bosses were college dropouts and quite frankly better developers than anyone degreed that I have yet to meet.
Since illeal immigrant are getting health care, police protection, (add a number of government supplied services here) anyway.. just take the plunge, make them citizens... and then proceed to tax the bejesus out of them.
