Select a BTX form factor (maybe Gateway 7200XL, try Monarch Computers, or Puget Systems) system and +19in CRT (heat/dust/weather cover cowling can be heavy plastic sheet with duck/duct-tape, leave air-vent circulation space, use quality fans noise no problem...) for in the shop. Be sure to use positive pressure venting/cooling on both BTX-CPU-box and CRT with air drawn from outside conduit/ducts with filters and positioning to prevent water, bees, bugs, birds,... from cooking on your processor or in the CRT. Positive pressure will push clean cooler air from out side into the box and CRT which should keep most (maybe all) dust from (being sucked into electrostatic surfaces) building up on internal surfaces of the electronics. Keyboard and mouse dust covers can be found/made or cheaply replaced every year.
LAN/WiFi should support all external connections into the house for Internet access (unless only 56K available), and printers (temperatures, moisture, woodchips, and dust don't mix well with print jobs).
This should work for an all seasons solution (dust crt-screen often). All this should only cost about $50, your time to install, plus what you wanted to spend on a good PC anyway. Oh, the BTX form factor should handle heat better than the old ATX; However, you may want to put your air-duct to the front of the CPU-box to get the best cooling properties (ask the OEM/maker about the correct airflow in the box). CRTs and PCs handle heat/cold about equally well... freezing and extreme heat 100+ for more than a couple days in an off or on condition can cause condensation-corrosion/problems.... Just warm up the environment (gentle heater blower) or turn on the vent-fan for and hour or two before using (should release some of the moisture from surfaces to the air).

Authentication of frinds, family, interest,... is a personal activity for me not for an ISP and/or government, and for me good reputation I limit to friends and family, but remain open to most content/news/....
If an ISP/Domain could scan a personal reject email list (... many of them...like all accounts) SPAM source/paterns may allow some transient blocking methods that float with the offending domain/host/IP changes by a spammer.
I get far less spam at home then in the office behind corporate firewalls, website and content/file type filters. For years, I kept Active-X off, but kept JVM in a sandbox, I use at home non-common applications Mozilla FB/FF and TB, Panda, Sygate,... when WinXP gets hit... my Gnu-Linux box remains up. Unlees the ISP/Telco are down I always get my email and surf whenever I want.
At work in the USA most everything at an office is a duplicate/common config of applications and OS, and safe-user basics are seldom patrt of training. I replied to this topic last year (I think). what I (sort of) said then still applies.
A fix depends on email server software allowing the email recipient to easily define and edit an approved list based on content of one data packet. SPAM in one data block is not really possible, but a bank ID, purchace transaction number, many other unique identifiers like family or friends names, email addresses, fit neatly in one content data block (beyond routing history) and leave little or no room for SPAM content. As the recipient on an innitial email, a user would deceided to receive or reject the email that would update the email account accept list and forward to client/host all future emails. Rejection of a marked "possible/innitial SPAM/Email" would place the SPAM source server/domain/IP on an automatic reject list unless later deleted/edited by the email recipient account user.
SPAM fails to achieve purpose and dies a slow death across the internet over three to five years. This method takes the decicion process out of government and/or corporate control.

High-Altitude sub-orbital communications platforms may be the (last mile) way for WLL/FSW
Select a BTX form factor (maybe Gateway 7200XL, try Monarch Computers, or Puget Systems) system and +19in CRT (heat/dust/weather cover cowling can be heavy plastic sheet with duck/duct-tape, leave air-vent circulation space, use quality fans noise no problem ...) for in the shop. Be sure to use positive pressure venting/cooling on both BTX-CPU-box and CRT with air drawn from outside conduit/ducts with filters and positioning to prevent water, bees, bugs, birds, ... from cooking on your processor or in the CRT. Positive pressure will push clean cooler air from out side into the box and CRT which should keep most (maybe all) dust from (being sucked into electrostatic surfaces) building up on internal surfaces of the electronics. Keyboard and mouse dust covers can be found/made or cheaply replaced every year.
... freezing and extreme heat 100+ for more than a couple days in an off or on condition can cause condensation-corrosion/problems .... Just warm up the environment (gentle heater blower) or turn on the vent-fan for and hour or two before using (should release some of the moisture from surfaces to the air).
LAN/WiFi should support all external connections into the house for Internet access (unless only 56K available), and printers (temperatures, moisture, woodchips, and dust don't mix well with print jobs).
This should work for an all seasons solution (dust crt-screen often). All this should only cost about $50, your time to install, plus what you wanted to spend on a good PC anyway. Oh, the BTX form factor should handle heat better than the old ATX; However, you may want to put your air-duct to the front of the CPU-box to get the best cooling properties (ask the OEM/maker about the correct airflow in the box). CRTs and PCs handle heat/cold about equally well

I replied to this topic last year (I think). what I (sort of) said then still applies.
A fix depends on email server software allowing the email recipient to easily define and edit an approved list based on content of one data packet. SPAM in one data block is not really possible, but a bank ID, purchace transaction number, many other unique identifiers like family or friends names, email addresses, fit neatly in one content data block (beyond routing history) and leave little or no room for SPAM content. As the recipient on an innitial email, a user would deceided to receive or reject the email that would update the email account accept list and forward to client/host all future emails. Rejection of a marked "possible/innitial SPAM/Email" would place the SPAM source server/domain/IP on an automatic reject list unless later deleted/edited by the email recipient account user.
SPAM fails to achieve purpose and dies a slow death across the internet over three to five years. This method takes the decicion process out of government and/or corporate control.

There is (I believe) adequate discretionary funds in 'deep-pocket groups', maybe the research will be done (clandestinely) by opposition groups for advantages of plutocrats, but not for stabilizing the global economy. Eventually an evil altruist economist will release the findings to the public, because all good and bad discoveries/ideas eventually leak.

News/Press has the freedom to not report, not keep the public informed, betray the US Constitution and the US public. Just another failure in freedoms' safeguards. If the public is at 19%, then I feel 100% sure the next President of the USA will be GWBush and that is what global special interest and the USA corporate news media wants for US.
