My home network begs to differ. I am in a concrete building that has RG-59 in every room. Wireless sucked, and because of the layout pulling CAT-5 along the edges of the rooms was also a non-starter - too many places where it would have to cross open space.
So, I just scored a bunch of SMC branded - http://smc-bb.com/bhn_hpna_hcna.html - but also sold by others, HCNA adaptors and I could not be happier.

The answer to "proper" Internet access would depend on whether access is needed "this week" "this month" or "this year". Also, access for a few? The many? etc, etc.
Have you looked at WOL? I have a backup server that is set to go into hibernation after one hour of idling. When I need to use it, I just send it a WOL packet and 45 secs to one minute later I can use it.
Once again, with so many open access points, good luck trying to find my encrypted stream. And then, good luck decrypting it. Luckily I have nothing "they" want so...

Get a couple 1.5 TB drives and a CF card to run the OS from.
Get an adaptor/rails to mount the second HD in the CD space and you're set.
The OS will put the two HD to sleep and the box by itself only uses a "couple" watts of power.
Small, fast, cheap ... no need to only pick two.
Now it's a good time do do so while the US$ still has some value.

I have set up WRT45Gs with high-gain antennas quite a few times and the cost was not that far from the one in the press release you linked to.

With the tens of thousands of open wireless access points out there, good luck to them.
If you have it on you and they suspect you they will find it.
The NXClient however, is a good option.
