The US spends more on its military than the rest of the world COMBINED. As a matter of percentage of GDP the Canadian government spends less than other NATO members on average, but we spend more than Israel does in dollar terms (bet you wouldn't have guessed that one).
Truth is Canada spends less on our military because WE DON'T HAVE TO. With the cold war over there is no immediate threat to our country. Unlike the US we don't try to project our national policies externally for the most part so we don't need 12 nuclear powered aircraft carriers etc.
Having said that to address your main point this is not the reason why we have a budget surplus. Canada used to have a small military AND a budget deficit because we had lots of wasted spending on social programs and not enough revenue. We increased some taxes and ALSO cut spending and now everything is golden (similar to the state of affairs in the US in the late 90s). That you guys blew the opportunity to be in a smiliar situation by massively cutting taxes and increasing discretionary spending is your own fault, don't blame it on military expenditures.
What if AbiWord or OOo implements the standard except for these tags and then they receive a file with such a tag populated?
Do you ignore it or do you blow up?
If you ignore it does that mean the file will look different?
Can MS say they are more compatible to customers because they are the only ones that implement the whole standard?

The reason native americans didn't invent the wheel is because is because they had no use for it - there were _0_ species that could be used as beasts of burden to use with a wheeled vehicle - no horses no cattle (buffalo cannot be domesticated btw).

This way those people who NEED the caps key still have it, those who don't won't mis hit it.

The SHIFT-LOCK key on these devices however could NOT be accidently pressed because the key would PHYSICALLY depress when you hit it providing instant feedback (and you had to press down with some pressure).
Having an easily accessible CAPS LOCK and SHIFT LOCK made sense then because back in the day because many docs used ALL CAPS to highlight text since there was no bold, italics, or different fonts avaiable. Nowadays the key is useless for 90+% of people so it should be moved to less important real estate (but still be accessible).
