Sounds like this completely ignores the cost of keeping a socket open. For a lot of servers, the number of simultaneous open connections is a far more limited resource than bandwidth available for the occasional request.
windows is the wrong tool, not because it is crappy OS (it is, but it is sufficient for most tasks), but because it won't run on hardware cheap enough to have made the OLPC practical and barely ran on the hardware they ended up using.

For instance, an app may request internet access (cellular radio or wifi), the user should be able to choose to limit that to just wifi or even turn off connectivity for that app all together.
