2.4 Detonator
The Detonator is extremely common, but often undetected. A common example is the calculations based on a 2 digit year field. This bomb is out there, and waiting to explode!
So here we go again.
People always complain loudly when someone posts a stupid question, but here I see about 95% stupid answers:
- First: there's no such thing as a ITIL compliant software package. ITIL is not a standard it's a collection of best practices.
- Second: The FQ (f**cking question) says 250 users and local government. That scream we're broke from the beginning.
And all I see here are proposal for some crappy $50k packages (Openview, remedy), requiring at least the same in consulting to get up and running.
It's completely possible to tailor your usage of nearly any worth its salt task tracking / helpdesk software package to your interpretation of the ITIL guidelines...
There are plenty of software packages filling your requirements: request tracker (OSS) and JIRA (proprietary) are the two first examples coming to my mind. But please not Openview,remedy or other "fill the resellers pockets" crapware....

First, I perfectly see your point and I agree with it...
But you forgot one of the most important (don't know if it's listed on the atlassian website):
Userfriendliness
Bugzilla: maybe in version 10, but right now it is a royal pain, to the point of people developing alternative UIs for it.
SugarCRM: somewhat, but like all these CRM tools it's really bloated.
The great power of JIRA is more in the details, because on paper, bugzilla is really as good. But put both in the hands of some real users and you will quickly see the problem...
And the integration between JIRA, Confluence and CVS must be quite interesting in a development environment, even though I have only tested JIRA...
First thing I noticed is that their homepage doesn't validate as correct HTML because it's missing the DOCTYPE part...
Then I remembered that they get 1800 queries per second, that means also about 1800 homepage/result page views.
So to have the page validate would cost them about: 1800 * 3600 * 24 * 150 bytes (size of the DOCTYPE def. to be added) = 21.72 Gigabytes of Bandwidth per day!!! You can't refuse these kind of savings...
On the other hand, some of the special language versions certainly add more than 150 bytes to the homepage length...

Language: many different languages are not helping it: try to say "I'll kick your ass " in portuguese, german and polish... On the other hand many europeans speak english between themselves
Broadband access: Even in rich countries like Switzerland and Germany, broadband is not quite the rage. And at least sony's offering is broadband only, no modems allowed...
PCs: people buy broadband because they have a PC, and guess what, they already play games on it (Half-life anyone?). They don't need or want it for their console (if they have one)...
By the way, I'm quite impressed by sony's online offering (currently in beta in europe). the few games using it seem cool (no lag, good perfs....)
Euro notesfor the US citizens who might not have seen them yet... Swiss banknotes also a favorite of drug dealers... Please notice that they include many security features (like euros) and the 4 national languages (the fourth one is spoken by only 30000-50000 people). Notice the 1000 (~650 $) francs note, highest bill in circulation in the world. You can buy your car in switzerland and not even look like you have much money in your wallet... These are always carefully checked...
Lastly the new 20 pesos bill from México (third from the top). It's polymer based and includes a little transparent window... Supposedly undestroyable (except by fire...)

cacti It's based on RRD the successor of MRTG (not much developed anymore, but still a good tool). Thanks Tobi btw. OpenNMS is a really powerful realtime monitoring tool Nagios also...
Don't forget snort for your IDS needs and add acidlab for good visualization of snort's results.
Seeing the current rate of development of both MySQL and PostgreSQL
