This is why I specifcally mentioned a business class, cable account. Business class so you can host without interference, and get a static ip, cable as is sccalable to usable upload speed.
If you do not trust cloud providers for whatever reason, then DIY. A business class account with a static IP works best, but it can by done with dyndns, etc. Set up your server, and and a VPN to your network. OpenVPN clients are available for just about any device, and then you can access anything you are running inside your lan, UPNP, SMB shares, whatever. You can pick up a crappy firebox on ebay and load an alternate firmware in it for cheap (I got one for 5 bucks at a church yardsale). Or you can just port forward and run your VPN software on some boxen inside your router.
My total cost is about $130 to comcast a month for a single static and business class 50/10, and my own time. This setup allows me to run whatever services I deem fit, and typically keeps me clear of ISP DCMA notices. I did get one, but once I pointed out that I repair random PCs that do not belong to may, and many may auto launch a torrent app, it was quickly dropped.
Add a chromecast or two, slingTV, and a good antenna, I do not need cable TV at all, and can stream all my services out.
Buy a nexus or GPE edition phone, even a good used one. Alternatively get any popular model that has an active ROM community and contribute back to it.
This is not a Muslim concept. Christians to often say things such as "god moves in mysterious ways" or "god decided it was their time". I use adblock everywhere. I am the member of some forums that ask, politely to not block. One of which, the one I use most (homebrewtalk for the curious), I am a paid supporting member. So no, I will not unblock the ads, even though theirs are vetted and simple. it is principle. The industry is built on deception and annoyance.
Change that industry wide and you can live. Otherwise I will promote ad-blockers everywhere I go.

I will give adblock to every single one of my customers and tell them why. The shit has to stop.

I have been using plex for over a year. I do not subscribe, I have use the free system as a media server on my primary home machine.
When I got a chromecast, I did pay for the 4.99 app so that I could use it to stream to the chromecast. I was using Bubble UPnP + MxPlayer for android playback, but BubbleUPnPs chromecast support was limited. Now BubbleUpnP has it but requires a separate paid transcoding server, so I stuck with Plex across the board.
Paying for plex allows easy setup of across the internet streaming. I never needed that feature since I have a business class connection, static IP and VPN at home. When I am travelling, my devices llook like they are on my LAN anyway, so need to stream some other way out of my network.
The only issue I have had is that randomly (after days) the plex server program will stop responding and need a restart. That is easy enough to do, although I could probably post on their forums and look at the logs to determine why.
I do not know which KB kicks it off but you will get a windows.bt folder on your main OS drive with about 22k files in it. We saw it as failures for our backup customers, as the folder is locked from file level and shadow copy access and our backup software logged the failures.
For people with little storage it makes no sense, but I have not seen it perform this operation on a machine with very limited space. Otherwise it is just a pre-download so that installs proceed faster when a user decides to go. I have much less of a problem with this than the telemetry issues.
