Probably when they make it impossible for any of the company leaders to sock away any of the money they made, and then add the fines ON TOP of that. So what if the company has to pay $100mil; if the higher-ups who masterminded and carried out the scheme get to keep their hidden bank accounts, houses, cars, and live the life of a 1%er, there's no dis-incentive to do it again.

We have enough problems with pet over-population as it is!! Strays living for 30 years, even more cats killing birds, dog packs forming... this is a terrible idea. Try having them born reversibly sterile, first. Then, owners who want to have pups/kits, can have the sterility reversed.
The camera, the screen, the case materials, siri... seems like everything except the telephone functions is what's people seem more concerned with, nowadays. So, if it isn't as much of a marketing advantage, why would mfrs pay as much attention to phone quality, when they could spend money and hype the features that sell the phones?
Hopefully, the US will have learned from its past mistakes, turning their back on allies (the way they're using the Kurds, currently) to have it cost them $billions and American lives. So, hopefully, they wont turn their backs on the Kurds to please their Turkish NATO allies.
Finding, vetting, and hiring freelancers take up so much time and effort, not to mention cultural fit, getting them up to speed with the business and code quality and how it fits with the rest of the code-base, that I couldn't see most of the organizations that I've worked for, doing it to any appreciable amount. And as far as telecommuting freelancers to get a cost savings, I've seen companies turning more wary of workers telecommuting
