IMAO, the main problem with this would be number spoofing.
90% of the robo calls I get are using spoofed numbers.
So this would create a pool of unintended victims
(the one whose numbers are being spoofed)
having to pay for something they didn't do.
I also don't see how you could issue a charge back to an overseas caller.
