References in this Act to the issue of copies of a work to the public mean the act of putting into circulation copies not previously put into circulation; and do not include the acts of— (a) subsequent distribution or sale of those copies; or (b) subject to subsections (2) and (3), subsequent hiring or loan of those copies
(subsection 2 regards software, subsection 3 refers to rentals, neither of which are relevant here)
Translated into English, in New Zealand loaning, hiring or reselling an existing, authorised copy is specifically excluded from illegal distribution. That doesn't mean loaning is legal (other sections of the act may apply), just that the particular argument you're using is incorrect.
It's no different than a doctor playing a CD to the visitors in the clinic, that is also illegal distribution.

Probably because there's a difference between removing a document (movie, etc) from public view and putting it on the public record as evidence.

Walt Disney, villain from Superman. I think they look quite similar, but maybe it's just the pure malevolence...
Fleisher Studios was a direct competitor with Disney, and even created a Superman villain that looked suspiciously like Walt.
