I was in the same situation and it really depend on how the support was. If it was pre-paid financial support , then definitively it could very well fall into work-for-hire. If it was only technical support the company won't have any standing in many juridiction. If on the other hand they paid money *after* the work was done it gets murky. In my case I explicitly requested per writing that the copyright of the work is mine. If I was this guy I would really hire a lawyer before getting sued by the company.

I don't know if you realize , but FOR a campus project, you can fully work OFF campus. this is done all the time when a teacher give you stuff to work at home, home exercise, projects, documents etc... It does not matter if it started by havign a etacher giving a püroject at school, if the WORK is done off campus 100% then the school has no right to say anything about the subsequent publication.
I have a lot of colleague (software engineer) which comes from the US, Australia and england (even one Irish) and many of them do not even speak *one* word of german and come by very well. The reason for that is that there is a close knit community of them which can help each other with administrative stuff, and the average german knows enough of english to come by. There are also itnernational school which etach kids in english (although I am not sure if they use the program from german school, or english/US schools).
THerefore you do not need to speak english and the few words you can say are likely enough.

If you think the number are over inflated, then point the finger at your health care system which is very costly. But the number are there. And the basic point still stays : the MINIMUM money to cover health care cost would be 2$25 per pack, and a similar rise on all other tobacco form (snuff , pipe , etc...). This is definitively not covered in all the states.
