Its not that these children are legitimately disabled, a lot of them just DON'T WANT TO LEARN. My mom was in the public education for several years, and there was something she always told me, "The politicians don't understand. They just want good test scores, and that means teaching to the lowest common denominator."
The only way to resolve the issue is to take those kids who do not want to learn through conventional education and put them into technical or art programs, so they will at least learn something they enjoy and will be able to use to support themselves.
Money was originally budgeted and a Holland-style flooding protection system was started in New Orleans back in the late 1970s. The reason it was never completed has nothing to do with government incompetence, corruption, or the Army Corps of Engineers. It was never completed because the crazy psycho environmentalists kept suing the government over the project, and after a couple of hundred lawsuits, the budget was GONE, and the project was cancelled!!!
And why is it derived from sugar in Brazil and corn in the U.S.?
That's right, government subsidies in the U.S. for corn ethanol production. In fact, there is a 100% tariff on ethanol from Brazil because the Iowa corn farmers want to keep getting their government subsidies.
This act would've been very useful after Katrina in New Orleans. Governor Blanco refused to call out the national guard to do law enforcement functions, until days of looting occured. The President and FEMA were helpless to stop it.
They were supposed to offer free cards to those who couldn't afford them, but failed to do so... I'd say that's more a failure of bureacracy than racism, as the NAACP claimed.
Georgia didn't require this - the ID did not cost a dime and was going to be paid for by taxpayers money. They even had plans to send people out to your house to take a picture if you couldn't afford to come into the county courthouse, or were otherwise unable to... however, its still "racist" and still violates the Voting Rights Act.
Don't want fraud? Simple: Give people free state-issued id cards, and make them prove who they are when they vote. Do it by paper ballot. And enforce the election fraud laws when someone is caught tampering with ballots.

I was referring to E85 Ethanol - once the price of ethanol is the same or lower than gasoline, a certain percentage of pumps around the state will have to sell E85 ethanol. However, if the price goes up, the change will not be reversed. The law benefits our agriculture secretary, Bob Odom, who is best known for illegally building sugar cane processing plants using his own office employees.
We are notorious for money wasting projects, corruption (see Edwin Edwards, Huey P. Long, and his brother Earl K), and really bad legislators. This legislative session we've passed a law that changes the state flag (and requires them to be replaced on state buildings), forces the sale of ethanol within a few years (because our Agricultural Secretary runs the state with an iron fist), and increases state spending from $19 billion to $27 billion a year!!! Seriously, I think we would fare better as a federal protectorate.
Why do science and God always have a problem co-exisiting? Its always been my understanding from the various history and physics classes I've taken that scientists like Einstein and Newton have acknowledged the existance of a God and his influence.
West Feliciana Parish, where this crime took place, is home of the infamous Angola prison. The parish has a lot of prisoners families, and in addition, its probably the most boring place in Louisiana (except when they hold the annual prison rodeo). So to me this suggests one of two things:

Lafayette, by the way, has one of the best public utility systems around. LUS has always been self-sustaining, sells power to other utilities to lower ratepayer burden, and Lafayette is one of the cities that when hit by a hurricane, always amanges to get the power back on within a few days. They've also done an amazing job of cleaning up the neglected Vermilion river.
I can attest to this. I grew up in Youngsville, which is part-LUS and part-Entergy. When Allison came thru a few years ago, my neighborhood was without power for nearly 2 weeks, while the LUS neighborhood was back up within a few days.
