It's not that you bring it "down", you just slow it down to the point of a noticeable performance hit to everyone else. I've seen queries written by people just smart enough to be very dangerous, where the query consumes 100% of resources for an hour (when if it was written correctly, the query would take 2 seconds). Let's see what happens when google street view tries to do this in Texas, where you can legally shoot someone for encroaching on private property to perform "criminal mischief"... I'm sure they'll agree that taking photos on private property counts as criminal mischief in Texas, assuming it's clearly posted as private property.

Right, a "free warez" folder isn't what the hardcore data criminal is looking for, whereas two very similar oracle databases, each with encrypted cc numbers but one bogus might be confusing enough to cause a slowdown that allows an attack to either be detected, thwarted, or tracked for evidence used in a prosecution.
Why would we want to stop people from providing indisputable evidence of who committed a particular crime? This should really help to clear the streets of idiots, right? I'm sure it comes as a shock to these people that video evidence generally means a much more hardcore sentence, especially because the "beyond a reasonable doubt" is totally gone at that point. Furthermore, a video uploaded proves intent included malice and an unremorseful attitude. Time to fire up ol'sparky!
