License plates are sold all the time here in the UK, just open any car magazine, and you'll see a few pages dedicated to them...

Exactly, the price is only really there to allow the shops to make money selling it, and paying for the transportation to get it there.
I don't know about any other sums, but you can only use 1 and 2 pence coins for transactions up to £10.
