That money is spent here, in the USA, on engineers and such - right on down to the guy who sweeps up the turnings from the lathes at Boeing.
At the very least, that money has a chance for spin-off benefits.
If you think of it as "welfare for the military industrial complex", at least it has a chance of a payback. I'd rather give hard-working engineers "welfare" rather than "poor" people.
Pure social spending of Gov't dollars is money down the drain (unless you are trying to create/reinforce a dependent class of "citizens").

With any luck, I'll be dead in less than 100 years, so real reliability isn't a concern. Currently I just buy a new PC every once-in-a-while, even if I don't "need" it. Just like cars.

This stuff has gone on for a long time. The question is, is there an un-biased, fair [mathematical] way of doing some sort of random-population-based-weighting of districts?
In places where voter initiatives are available (like trend-setting [like-it-or-not] California) this would make an excellent ballot initiative.
Proposition N: Should voting districts be defined by algorithm X (describe) or by cheating polititicans to furthor their own desires.
What were communications taxes being collected for, in theory, and do they go for that purpose? Maybe we are done with hooking up rural phone lines or whatever it was (wasn't part of the phone tax a Spanish American war tax? I think they JUST got rid of that part within the last couple of years.)
If we can get away from "general funds" (and hence, no accountability of where the funds go)it might be a step in the direction of lowering the overall tax burden - by not letting tax money be spend for so many (tax payer un-approved) uses!
Gas taxes, for roads, Airport taxes for airport security, property taxes for schools, police, and fire... if each fund were spend only on what they told us it was for, we'd be fine.
Something old is "complete" (yeah, right), sunset the tax.
Something new comes up to spend money on? Put it on the ballot.
Heh, I think LA is still paying.5% sales tax for the 84 Olympics (which, as I recall, actually turned a profit!)

Semi-seriously, I find that Goodwill, Salvation Army, or whoever else hangs a bag on my door this week, gets a lot more donations now that I am older and making more money. Lots of folks have suggested tossing stuff because it is only $XX if you need it. Well that only works, if you think $XX is "not much".
I like to keep my clutter down by "storing" everything I need at Costco, Home Depot, and (if I can wait) various Internet sites like Amazon and NewEgg.
God help me if civilization collapses and I really need those parallel printer cables I just gave away!
