  13. This is a plain legal issue on How Long Should Companies Make E-Bills Available? · · Score: 1
NOTE: I work in output management.

DISCLAIMER: IANAL. I am NOT giving legal advice.

Electronic documents are technically different from hard copy. However, delivery rules are very similar.

In short, the law must be followed. Generally with e-documents, parties should fulfill their legal obligations in that:
    • The company issuing the statement is obliged to send off the e-document.
    • Either per email-like service. (Unlikely if document contains confidential data. And managing client certificates is a bitch.)
    • Or by making the e-document available through a web service. (More likely, fewer encryption issues.)
    • Depending on the legal level of the document a company is obliged to obtain a receipt. For this, email does not cut the cake and the mere notion that a document was download is also insufficient. Client must click a "have read" checkbox or something else.
    • Almost always a company has the obligation to archive all legal correspondence (bills, notifications, etc.) Even received hard copy document.
    • Upon request a company must be able to provide copies of documents (either electronically or as hard copy.) A charge may be applied.
    • The customer has it's own obligation in filing his own statements.

    Other stuff:

    • Extended services are complementary (read as "highly unlikely to be offered".)
    • Certain legal E-Documents (e.g. tax related statements) are likely to be digitally signed by issuing company.
    • This discussion is very similar to one about the US financial policies. At best it will result in awareness with the /. crowd. However, it will not influence law making.

The point is whether the high amounts of prisoners make the country a saver place?

Trying to enforce a strict regime is like managing a project through a spread sheet without considering important exceptions in detail. In theory everything makes sense but the project is not likely to achieve one tenth of its potential. Still managers value a spread sheet project better than one with greater but less obvious merits.

Managing a project does not compare in importance with managing society. What are your ideals and will these come true and sustain themselves? Probably not by being strict on stuff you don't want but by concentrating in nourishing stuff you like.

I also doubt to find evidence that U.S. citizen are less or more criminally inclined than citizen of other countries. The percentage of prisoners should reflect this equality.

  22. I'm Italian on Four Google Officials Facing Charges In Italy For Errant Video · · Score: 1

I'm Italian and I can state that in Italy defamation is frequently used to threaten people.

Once I was in Cortina where a guy dented my 10 year old car. So I used a four letter word. The guy threatened me over filing defamation charges. So I took advantage of this in my way and covered him with much more defamation. His wife was thoroughly embarrassed and I was highly amused. The dent wasn't actually noticeable and I took this in my speed-of-light assessment of the situation.

Another time I was walking in Siena where a local woman scared the hell out of me by honking just behind me in a narrow street. This time I told the woman to go to Fanculo (vafanculo) which means she should do a file system check on herself. Again the defamation threatening started. I was in polite company -and I should not have told the woman to go fsck herself- and decided not to pursue my personal pleasure. Still the bitch followed me and insisted on pressing charges. Having arrived at a restaurant I encouraged her to get the cops while I would thoroughly enjoy my meal. After our 1.5+ hour lunch the coward cretin still didn't show up. I was a bit relieved but mostly disappointed.

If something happens and you want less hassle in Italy you should remain polite. Italians invented bureaucracy and are skilled in giving you a hard time over nothing. Make contact and make friends and everything is forgotten. We Italians are plain cowards...

Why would the British make jokes about us walking backwards?

But, "we" make Ferraris, Lamborghinis, Maseratis and every now and then a decent Alfa Romea. So we're more than even with the world around us.

But not everyone does this and even the most savvy people in an organization will compromise in that dept. In the early 90ies I worked for a well known corporation developing C on UNIX for OS9. Large project with about 20 people actually coding. Although c2man was very suited and available, nobody seem to care. Instead they preferred to read the code or hop by to the person writing the code to get info. I did care but as a contractor you don't have much of a saying in these costing matters.
