    No, that was possible in Duke Nukem 3D.
    only on a limited scale: the Build engine allow overlapping areas, but you couldn't see both areas at ones. The only way to make bridges one could walk over and under was with sprites.

    Give them free radioactive testicle protectors. Solves the overpopulation and the problems with getting rid of radioactive waste. Enviromentalist can't have any problems with recycling, can they?

    So why hasn't it taken off? The answer is probably part psychological.
    I think the largest part of the problem is economics. Replacing you entire fleet of vehicles and upgrading your entire subway network would be very expensive and would interrupt service for some time. 2 things any company can't afford.

    Ever thought about the cost of banning tabaco? Quite a lot of industry that'll be out of bussiness. On short terms it'll cost society a whole lot of money through lost jobs, on long terms it'll cost even more on additional law enforcement. (see: Al Capone)

    1 DVD+R: 1
    ripping DVD: 10min.
    recoding and burning DVD+R: 30min.

    So a brand new DVD cost only 4 and 40min.
    IMHO MPAA shouldn't worry about P2P, but about DVD-writers.

    Ever took a closer look at a led? Basicly the light source in it is a very small dot. The plastic around it turns it in a bigger dot (or square, triangle, whatever). Why not use a simular methode to build a spotless LED-bulb?
