I'm not sure how they will regulate it. The beauty of VOIP is that I can plug a phone in anywhere and get service as long as I have network connectivity. Of course bandwith, codec set, and any quality of service settings are very important as well.
Would the regulation be where the VOIP service provider finally does the TDM conversion for the PSTN fall off or would it be on the bandwith and such?
Personally my favorite VOIP product has to be Avaya's IP Softphone. Can telecommute over a VPN, and the sofpthone will override my desk set in my office giving me a fully-featured enterprise phone on my laptop. Just need to get a USB microphone for better quality.
But I must say, that even Ximian's suped up "compatible" version still does wierd things. For example the bullet list in OO is always an outline list (with a funny symbol) in Word. Also Word tables aren't displayed properly in OO.

As the earth is still coming out of its last ice age, we shouldn't be too concerned about global warming. What we should be concerned about is desertification due to the lack of vegitation and depletion of the Ozone. Given the natural course of things, the earth will make big dinosaurs, not silly monkeys who play on computers and bitch at eachother.

I've started using redhat9 and Ximian Desktop2 for the past two months at home. I still have to use XP at work (for now...), but even that is starting to change.
If I could only get Xmule to work, I wouldn't have to use Kazaa in the rare event I want to download freely available music:P
