Java has never been intended to substitute scripting languages. Of course a project done with PHP and/or Perl will go much faster!!! They're betting 90% of their graphics for the low end models on S3 mobility chips and even if it's far enough from the Ati 320IGP, or the nVidia GeForce 448/420 for the the S3 card does sound good for where ordinary you get nothing more than a all in one mb.
PS: This said, for the last 3 months there're several very competitive offers from Toshiba with nVidia's and it looks like the Acer move will finish without a big bang, but they give it a try, so S3 does still provide cheap alternatives on some markets.
Again, of course I do know that Flash is ported and that's what I meant about plug-ins. Sure you don't need to go any further if all you want is view a.swf, but the SHOCKWAVE player is still not available for Linux/Mozilla and in the initial post it was well said SHOCKWAVE, not Flash.

I Have a friend who at the same time is uncapable of coding anything at all before writing down some project design notes on paper.
You'll be surprised how often at the end we arrive at the same solution(at least we're surprised;o))).
So,back on your point, fast coding != robust, durable, re-usable code, but I don't really see a way to put a note on those for a competition purposes or am I wrong?????
It's quiet easy to write C code that does not compile on C++ compilers(malloc() casts anyone??? etc.), so the answer to this question is more likely to be: "Yes, you may write C code and it'll be accepted as long as it compiles on our compiler package.".
