NASA had the experience 30 years ago, but pretty much everyone involved in those days are gone now (not necesarily dead, but gone from active duty so to speak). NASA might have been able to use its prior experience in the 80's, but I think it's too late now, they'd have to start over from scratch.
There certainly exists a lot of documents and plans and reports from the Apollo project, but the hands-on experience is gone.
I'm not saying NASA wouldn't be able to do it, just that they'd have to start from scratch, just like China.

True, the majority of rods/cones (cant remember which is which) only see shades of gray, but when you combine this ability with the color-sensing of the central 6 million or so, you get a nice synergistic effect which lets you enjoy the full resolution... (only in well-lit environments though)
and even though the "no need for more than 24 fps"-argument should be dead by now:
24 fps is the MINIMUM fps required for the eye to percieve "natural" motion from static images.. not the maximum needed.

Sure (2) might be solved by changing the frequencies the US uses, but that would be very costly and take a long time. (1) might also be solvable if you throw a lot of money on it (more then has already been thrown, which is alot). But physically destroying the sats would be an act of open war, and both France, Russia, China and Brittain has nukes...

and if you call Oni bad you must be on crack.. for its time it was a great game... try reading a few game revievs of newer 3rd person fighting/sneaking games and you'll often see statements in the style of "gameplay, camera and controls are not as good as Oni"

I've just read the bill and the illegal downloading part isn't that bad (downloading copyrighted content is already illegal in some ways, this only makes the law stronger), however it is possible to interpret it as making P2P software illegal! what the fuck? Fortunately that is what will stop this bill from passing... at least without a re-write.

The closest equivalent to what the patent is actually claiming are RealPlayer's "channel" functionality, which I personally never used anyway. I don't know if QuickTime has something similar or not.

Even then, I wouldn't call the collection of channels "scrolling at a selected rate" or "continually updating", both of which are criteria for this patent.
