How about the end user the viewer having a choice. How about being able to block uploaders on you tube when you log in. How about counting videos as being seen, only of the majority of the video was viewed and not just the first few seconds to realise the video was crap and drop out.

The reality is if Edward Snowden can only ever receive a pardon if those he exposed corruptly committing crimes against the US constitution and against their oaths are prosecuted for those crimes and that will never happen. The current corrupt administration can not on one hand claim that what Edward Snowden did was morally correct and legally bound to the principle that you can not obey illegal orders and keep crimes secret, whilst claiming all those criminals who committed those crimes for low to high and by high the office of President and the heads of those organisations committing those crimes, should not be prosecuted to the extent of pretending crimes were not crimes.

Now a combined China Russia commercial space program with their own individual military space programs, now that's a whole different story and most likely where the future of humanity in space will come from. Once they have settled down that combined space program (being driven by American aggressiveness and threats of attack from space by the US space program), they will likely invite others and that's when that program will really kick off leaving the US behind and the EU undecided about what the hell to do, at least to start with.
Russia and China would be far better squeezing down on their military program to make it as small and cost efficient as possible and invest that money on a future in space, ultimately the secure high ground, well, when it comes to other mud monkeys of course.

Would Edward Snowden ever accept a carefully worded pardon, seriously he would have to be nuts. You can guarantee the US would treat that pardon exactly like they treated treaties with the citizens of the original American nations, and just like the treat citizens of the current nation. The reality is they employ fuck all people in tax havens. The only reason is to cheat on taxes and pay secret bribes to ensure they can cheat on taxes. There is a difference between developing the technology and deploying the technology. Obviously no point in deploying the technology unless you are going to live there. There reason to replace existing primitive (never advanced) life is allergies. Their DNA will have adapted to surviving with each other and will likely prove quite toxic to us and our mutually adapted DNA.
A seed ship will likely be something that grows, algae, fungi and bacteria and distributes it over that planet and allowing it to grow and replace what was there (don't want it too advanced and lot of the toxins would be left in the environment and they are much harder to eradicate and replace.
Once you have started to alter the planetary environment, considering the life you are planting there has no real predators and would grow, really, really fast (a lot faster than most people would imagine), you start adding in predators to bring it back under control and other new species, all done in stages. Lets no go all silly, you target primitive worlds and simply replace that DNA pattern with a more suitable one, life for life. Advanced worlds would simply be too difficult.
The other thing of course when it comes to transport large numbers of colonists, if they can readily live aboard your space bound cities, why leave except for ground bound, risky, holidays. So as mankind further develops into a galactic species so the desire to reproduce and spread to more planets shrinks. Keep in mind how much it will cost to send people to other planets, a huge investment so no labourers, a huge waste of resource. Basically people will work part of the day as professionals and rather than pay to exercise, work the other part of the day in more physical activity, the investment cost for sending labourers into space is just way to high. Especially when you can readily get enough far smart and more adaptable people to volunteer and even do it for free (as long as they get some creature comforts). You are no likely to get any people at all onto other planets below an IQ of 125, just not worth the investment.
You can see how becoming a galactic species would trigger a new evolution in humanity not the earth bound ones of course, just those who make it too others worlds and their descendants, it is just the way of things.
