My girlfriend's personal experience with U of Phoenix in the BS program lead her to drop out and attend a community college until she could get herself into a state-funded (traditional) private school with a good night school/online program.
She was NOT happy at all with U of P mainly due to the ineptitude of the profesors and the poor quality of students in her classes. She hated the team structure because she ended up doing all the team work or risk a poorer grade.
She's much happier that she left, but that is only one person's account.
Not sure if I read it right, but it seems that they only use the lifting body to control the descent and narrow the landing area. I think they still use the parachutes, but the landing area is narrowed to 1 sq Km. It mentioned that they are considering either specialized landing feet or a deployable air bag. The air bag would allow for water landings.
My girlfriend is an account manager for Robert Half Technologies (who talks to hiring managers for large IT departments all the time), and she is fiding a huge need for.NET developers here in Jacksonville, FL. I'm a J2EE kind of guy, and that need is less, but still high.
She'd tell you that the market is about to boom with need for techies again.
Looking at the big picture, Hurricanes do significantly more damage. Tornadoes are compact and short lived, but hurricanes can span 300 miles and exert continuous damage for hours or days. They affect a whole coast, and not just a few counties. Also note that hundreds of tornadoes are spawned from hurricanes. I know, one took off the roof of my shed when Hurricane Charlie pummeled us.
I just realized that Bush, and every other past President, doesn't know what a gallon of milk costs because the secret service won't let them go to the grocery store.
Talk about public servitude. No matter who's President, there will be some sort of disconnect. The question is: how much disconnect did they have before they became President?
There are two highly important context clues in your example: P and M. If the P and the M were not at the respective beginning and end, it would be much more difficult to discern the word PROBLEM.
It is harder to recognize MEBOPLR, so our brain has to decide if it can recognize it, and if not, it has to check letter by letter, which significantly slows down the process.

I think The Who must be for hardware people. I had a professor in college who used to be a big shot with IBM designing computer hardware. He was a hardcore The Who fan (that peculiarly sounds like something Strong Bad would say). I remember this distinctly because he played "The Magic Bus" for us while explaining how a bus works.

I don't know about other airlines, but Delta has greatly relaxed their cell phone policy. The moment you land Delta lets you use your cell phone. You used to always have to wait for the outer door to be open. Still pretty strict on takeoff procedures, though.
