I doubt that this will have any impact on those dialers. What was the research done to determine that most of these dialers are infact dialing to South Pacific islands? What about the cases of dialing else where and the cases in which the users have not raised an official complaint to the ISPs? What are the statistics?
The best way, as a starter, would be to educate Joe average how harmful these dialers can be, and instead of going on blocking direct dialing to specific zones, wouldn't it also help much better if the user knew how to recognize, avoid, detect and eliminate such scams?
Xorg 6.8 has already been released with some interesting features and enhancements (including the drop shadow and translucency eye candy!). I wonder why it wasnt included.

Some of you guys may not suggest Fedora for a linux beginner, but wait, I have seen quite a few users hop on to linux, completely abandoning Windows right with Fedora Core 1, and they are actuallly happy with it! Installing applications are not that hard unlike the earlier days. I recommend rpm.pbone.net to find your applications packaging for Fedora, I have been 99.99% successfull! And with the brand new Yum, staying upto date is always a breeze. I also recommend adding Dag Wieers repository in your yum configuration and this particular one releases very useful applications/updates. Needless to stay, once you load fancy themes and eye-candy like gDesklets you really can grab the eyes of people around you while giving you a pleasurable user experience.

I manage serveral servers for a small sized ISP. Mod me down, but over the time since RedHat released their Enterprise line, I have felt that RedHat was going into the dark. People have become skeptical over their support schemes which they blatantly charge for. Their packages and applications have become too "closed" and again, somewhat dependent on RedHat Enterprise, period. We now prefer OpenBSD and FreeBSD over Linux. We call it simplicity over formality, not that it is all that is to it. Distributions like slackware or debian and the BSD flavors out there works just great and they are more flexible than RedHat Enterprise is. Besides, setting up and maintaining RedHat Enterprise is simply not much fun either!

How difficult are we actually talking about here? As far as I know, an international battle frontline can be the most difficult circumstance for system administrators to work in. But again, the military networks are the most secure. Needles to say, the hackers should know that destroying computer networks in an isolated place such as the Antartica could even go to the extent of costing lives, and it is high time the Amunden-Scot admins secured their networks.
