    I can confirm that measures like this exists in India - where the first tier of 1000 units is the cheapest, the next 500 units are charged at 1.2 times the first and the remaining in excess of 1500 units is charged the maximum per unit rate. With this only consumers with more usage than the average end up paying higher prices.

    Also, the govt subsides/provides grants for people willing to install solar powered utilities on their properties.

    With Business the BB provides gives you assured service - meaning you pay what you get. With residential plans its "best efforts" so you pay the same bill even if the service goes down for a day or two [ you might be offered some carrots if you threaten to take your business to the compitetor. ]

    Well, I am not sure how much successful Osama (foxnews followers its Usama) and Saddam in spreading terror - but I definitely think that they have successfully brought their kind of governance into "the once free country".

    Doesn't this fit the exact description for the US actions ? I mean where is the cause now ? Weapons of mass destruction ? if spreading democracy is the key thing for Bush Inc. then why their neighbor is still a communist ? Can't they convert them first and set a good example ? Well I guess cuba doesn't have any natural resources that could be plundered by spreading democracy.
