Somewhat offtopic, but why does gmail block zip files? I need to email exe and dll files and I zip them since the exchange server on the other end blocks those extensions. gmail accepts zips when I rename them to.zi, but it's a hassle.
Canada has Social Insurance Numbers, which are pretty much the same thing as SSNs. I don't know about Experian, but TransUnion and Equifax operate in Canada too.

Obviously any money ever spent could be spent somewhere else, so what it comes down to is a matter of priorites. The other expenses associated with being a student are high enough that a mandatory entertainment fee isn't a great idea. And it's worse that they don't even know how much the university is paying for the 'service'.
