Physical sports where concussion's occur are not going to go away. People will always sacrifice their body for potential fame and fortune. The fallacy of "a concussion will never happen to me or have lasting effects" is strong amongst young people, those typically playing these types of sports. What needs to change is the way these sports are played.

I'm not that this would work. Look at Venus, while it's atmosphere is not made of water vapor its cloudy atmosphere traps heat rather than reflecting it back into space. Why would water vapor clouds act any different other than that of a greenhouse environment that Venus exhibits?
Agreed and there is a lot more than just lowering/raising a wage amount. In the payroll system the 'wage change' would have implications on:
- calculating holiday pay
- pay stud deductions (for example wage garnishing)
- pension contributions, etc.
Nobody wants their paycheck messed up as it creates financial distress and plus people lose confidence in the payroll system. So I would assume there would be considerable time spent testing these changes too.
Sure free market but sometimes society, in general, needs a bit of a push in the right direction. I don't know about your part of the world but here public buildings need to be accessible to those in wheelchairs. I'm pretty certain the "free market economy" would not have driven that change without a push from regulations.

Considering this initiative is suppose to span multiple states, multiple health plans, etc. then I'd be curious to see what will be used as the index key. It's not likely going to be individuals health plans policy number, so will they use name, DOB, and location?
Judging from http://www.namestatistics.com/ there will be lots of duplicate name combinations. People are always moving and not updating their address so that would not be kept up-to-date. Plus what do you do with someone who's legal name is Thomas but registers in this Health Vault as Tom?
All of these issues can be overcome ie: postal address verification software, common name comparison software, etc. However there will always remain a need for some manual intervention for ones that cannot be adjusted by software. Who's going to foot the bill for the manual intervention or even other costs associated to this vault?

Somewhat depends what you plan on doing with your CS degree. A heads down programmer needs a slightly different skill set compared to one with a desire to eventually work your way into management.
For the management positions you might want to considering additional studies in Psychology (industrial or personality) and/or Business Management with a focus on accounting (as already mentioned an MBA is considered valuable). Another alternative, instead of a second degree, is to consider getting a minor designation(s).
I'm pretty sure the PIPEDA legislation does not expand beyond the Canadian boards. So while this is a good attempt to regular Spam generated within Canada to Canadians it does nothing to stop Spam coming in from other countries.

A local gas station is tied into this same system and offers to these drivers a limited time discount for these vehicles to fill up at that particular gas station.
The driver saves money and the station gets additional customers.
That sounds like something from the Hitchhikers Guide to the Galaxy. Actually I wouldn't be surprised if this comet is making its rounds looking for a new hyperspace bypass. Pack your things, we're all going to be demolished next Thursday...
